In San Francisco, Homebridge provides nearly 1/2 million hours of in-home care to more than 1,000 complexly-diagnosed IHSS MediCAL beneficiaries each year, with a staff of more than 300 caregivers. The agency is also the major provider of training courseware to IHSS Career Pathways, a statewide program for government-funded in-home caregivers.

Career Pathways through Homebridge

Homebridge is the largest non-profit trainer of homecare workers in California. We have 300 diverse staff members who collectively speak more than 25 languages. Between 2022 and 2023, based on our extensive experience providing training to homecare providers, Homebridge has won contracts worth nearly $50 million to build and execute training courses for the California Department of Social Services' IHSS Career Pathways Program.

This exciting new initiative is meant to provide training opportunities to in-home support service (IHSS) providers across the state of California. The program aims to:

  • Recruit, train and retain a network of high-skill homecare workers.
  • Improve customer experience and care outcomes.
  • Support a career ladder that allows workers to build their skills and provide opportunities for career advancement.

Given the significant scale of our Career Pathways offerings, we are rapidly hiring new team members to support us in changing the lives of thousands of Californians. In particular, we need an expert at identifying new sources of large-scale funding through government or health-related programs.

Position Summary

As our Business Development Manager, you will be instrumental in driving the diversification of our revenue streams, extending beyond our primary CDSS contract. Your initial six-month objective will be to identify and secure new clients or funding sources. In this role, you will manage the entire sales and development process, from initiating lead generation or responding to proposals, to the successful closing of deals and overseeing the initial stages of implementation.

Your role also entails a significant focus on research and development, aimed at uncovering new growth opportunities for our agency. This includes the development and enhancement of programs related to workforce development, training, and career advancement for caregivers, as well as the exploration of CALAim-related initiatives like community health worker and peer support specialist programs.

This role requires a comprehensive understanding of the broader healthcare, social services, and workforce development sectors. You will need to stay abreast of new legislation and funding opportunities that could influence our programming and be adept at navigating the regulatory requirements associated with launching new programs or initiatives.

In this position, you will play a key role in shaping the strategic direction of our agency, with the opportunity to make a significant impact in the fields we serve. Your contribution will be pivotal to our continued growth and success.

This position is funded via a grant that expires in December 2024. Appointment renewal for the following grant cycle will be based upon available grant funding and performance. Our funder does require all employees to reside in the State of California, but applicants are not required to live in the Bay Area.

Essential Job Functions

Career Pathways Public Education and Advocacy

  • Collaborate closely with the Sr. Director of Growth & Development and the Sr. Director of External Affairs to elevate the Homebridge brand through conferences, media and advertisements. Crucially, this entails building pitch decks and briefings for potential partners, funders, and other influential voices in this industry (e.g. staff members of elected officials).

Business Development

  • Proactively source new potential customers and clients for existing programs, with a focus on new business for our Career Pathways training department.
  • Partner with the Director of Career Pathways and other relevant departments to develop offerings and pricing.
  • Manage the entire sales funnel from sourcing leads, pitching, closing and initial contract implementation.

Program Development

  • Support the Sr. Director to identify new growth opportunities for the Agency across workforce development, caregiver training and community care.
  • Support the Sr. Director in applying for grants and contracts for new programming to support client facing or workforce development work.
  • Support the implementation of new grants and contracts by working with the administrative team to complete the contracting process, developing systems for reporting on the contracts, and ensuring contract compliance.
  • Research policies and regulations related to new programming which could include CALAim related programs, new workforce development programs, or new training programs; and develop systems for ensuring program compliance.
  • Partner with M&E to develop and implement systems to measure the impact of new pilots and programs.

Knowledge, Skills, Abilities and Education

  • Rich Background: Bring at least 5 years of relevant professional experience, with a minimum of 2 years in a business development or policy-centric role. We value a proven track record in developing and supporting partnerships in public policy, government relations, and community outreach.
  • Health Care Knowledge: Prior involvement in health care delivery, advocacy, and public policy is preferred.
  • Excellent Communication: Demonstrated success in ability to write and present clear and compelling presentations is crucial.
  • Education: While candidates holding a bachelor's degree in a related field is preferred, we also warmly welcome applicants possessing substantial work experience that equates to the educational qualifications.

Work Environment

This position is hybrid-remote, primarily sedentary, working at a desk in a temperature-controlled office, in modular office space or an individual office. The noise level in the work environment is usually moderate.

San Francisco Pay Range

$102,856—$117,991 USD
