This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Four years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

Substitutions: an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience.



Provisional Qualifications: You may also be eligible for a provisional appointment if you meet the qualifications below.
Either 1. Four years of emergency management experience as listed below*;
Or 2. a specialized bachelor’s degree or higher as listed below**;
Or 3. a specialized associate degree as listed below AND two years of emergency management experience as listed below.

  • Qualifying emergency management experience must include one or more of the following:
  • coordinating and implementing emergency management and disaster preparedness programs;
  • preparation or modification of disaster plans;
  • preparing, modifying, and presenting of disaster educational training and/or exercises;
  • gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions;
  • representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System;
  • managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional Planning.

Subsequent 55b/c Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 10. 55b/c Qualifications:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

You must meet the open competitive qualifications from the most recent examination announcement. The open competitive qualifications are: please see Provisional Qualifications as they are the same minimum qualifications.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description
The Disaster Preparedness Program Representative 1 in the New York State Watch Center monitors, analyzes, prioritizes, and reports critical information obtained from a wide variety of sources to federal, state, and local government officials, emergency responders, agency partners and the public on a 24/7 basis with the operations of the New York State Watch Center (NYSWC) and State Emergency Operations Center (SEOC). Duties include, but not limited to:
  • Assist with the development of policies and procedures for the New York State Watch Center.
  • Prepare daily operational briefings to include information gathered from federal, state and county sources, regional activities, noteworthy news, weather, transportation, utilities, and GIS mapping.
  • Monitor multiple sources of information for situational awareness of incidents that may adversely impact areas of New York State, require a multi-agency response, and/or require an OEM response. Communicate with state, federal, and local officials, agencies, and organizations to confirm the nature, scope, and impact of incidents.
  • Serve as the Office of Emergency Management’s (OEM) first point of contact for all state agencies in regard to any Local/County/State/National and International Incidents, Emergencies, or Disasters.
  • Research, analyze, and report on program activities.
  • Oversee the operations of the section in the absence of a supervisor.
  • Maintain contact info, operational databases, and complex communication systems.
  • Assess and evaluate information using educational and background ability to reason clearly and make sound judgments.
  • Notify partners to the activation of the State Emergency Operations Center (SEOC) when necessary and alert the general public of emergency situations in their localities.
  • Act as the SEOC Message Center during activations.
  • Perform other duties and special projects as required.

NOTE:
  • Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
  • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

This is a 365-day, 24/7 operation. Shifts will be assigned as follows:
  • Day Shift from 6:00am to 2:00pm
  • Evening Shift from 2:00pm to 10:00pm
  • Night Shift from 10:00pm to 6:00am

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
Additional Comments

There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
