Six years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector.
A bachelor's degree may substitute for four years of experience. A master's degree may substitute for one year of experience.


Duties Description
The Compliance Specialist 1 will be reporting to the Assistant Vice President of the Office of Economic Opportunity and Partnership Development. As the Compliance Specialist for the six public authorities and one executive agency under HCR's umbrella, staff would ensure MWBE and SDVOB participation in procurements throughout HCR.

Specific responsibilities include:
  • Developing strategies with procurement staff to increase MWBE and SDVOB engagement
  • Reviewing procurement guidelines as well as departmental policies and procedures to ensure the facilitation of MWBE and SDVOB contracting
  • Collaborating with management on creative ways to engage MWBE and SDVOB firms
  • Acting as the designated representative of the unit Vice President on Request for Proposal review committees
  • Creating and maintaining data analyses to demonstrate ways in which the unit utilizes MWBE and SDVOB firms
  • Completing and submitting quarterly reports
  • Providing technical assistance to the MWBE/SDVOB vendors
  • Evaluating and advising the procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation
  • Develop Deficiency Reports and conduct follow-up
  • Attend training when available
