Job Summary :
Responsible for supporting the Director, Assistant Treasurer on all operational and administrative aspects of treasury management.
Key treasury activities include : cash and liquidity management; cash forecasting / modeling; credit facility and other debt management;
financial risk exposure management, optimization of Treasury technology, remittance processing and escheatment for unclaimed property.
This position will also be responsible for the identification and implementation of opportunities for continuous improvement to the efficiency and effectiveness of the Treasury Team and related finance activities. Responsibilities :
- Daily cash positioning and supporting account funding and identification of surplus funds to ensure that the Company has sufficient liquidity on a daily basis.
- Oversee and assist as a liaison for the organization's banking relationships, optimizing the cost and efficiency of the banking structure, and consolidating bank services and maintaining authorized signatories on all accounts.
- Manage the cash forecasting / modeling process by mobilizing and building relationships with key operational leads throughout the Company.
- Responsibility for all aspects of the credit facility and other debt management, including developing pro-forma debt compliance procedures and tools for all debt, as well as collateral management and reporting.
Manage and lead the renewal and negotiation of the credit facility.
- Maintaining the effective and timely reconciliation of all bank and general ledger accounts.
- Accountable for the exchange of files transfer activities between the company and banks.
- Prepare budget for all interest expense and banking related activities and perform monthly variance analysis.
- Maintenance and oversight of policies and procedures related to Treasury operations.
- Identification and implementation of continuous improvement opportunities across all Treasury operations.
- Partner with stakeholders to develop fraud prevention activities and ensure that banking activities maintain the highest standards for all operational aspects of bank administration.
- Ensuring that staff meets all regulatory requirements and comprehends and complies with best practices, professional standards, internal policies, and procedures.
- Accountable for maintaining effective internal controls over the processes and transactions under areas of responsibility including the completeness and accuracy of financial information and transactions, compliance with applicable laws and regulations, and the effectiveness and efficiency of operations.
- Lead the fraud prevention services and process flows for treasury operations, which includes education to other Horizon business partners and lead fraud prevention services for all payment channels.
- Oversee monthly cash flow variance analysis to manage $24 billion a year in cash flow for the organization and $1 billion in borrowing capacity.
- Manage and maintaining analytics model reporting, including trend analysis and maintaining ratio analysis review and develop analytical data report distribution from available treasury systems to internal business partners.
- Maintain balance sheet forecast as well as perform monthly variance analysis and Manage the cash optimization model.
- Support rating agency reporting and deliverables, including completing the analytical survey reporting necessary for the annual assessments.
- Manage, develop and train staff; develop and monitor goals; conduct annual performance reviews, and administers salaries for the staff.

Education / Experience :
- High School Diploma / GED required.
- Bachelor degree in Finance, Accounting : or Economics preferred or relevant experience in lieu of degree.
- Minimum 8 years overall experience in treasury management, financial analysis and related functions.
- Minimum 3 years supervisory experience necessary.
Additional Licensing, Certifications, Registrations :
CTP or CCM preferred.
Knowledge :
- Requires in depth knowledge of Treasury operations.

- Requires knowledge of capital / financial markets, capital structure and working capital management
- Requires knowledge of payment and collections systems and processes

Salary Range : $106,400 - $145,215

This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to : education, experience, licensure, certifications, geographic location, and internal equity.
