Horizon Industries Limited (HIL) is a dynamic IT and Management Consulting firm based in the Washington, DC area. We are currently seeking
a Lead Business Systems Analyst for a full-time position supporting the Defense Logistics Agency (DLA) in Battle Creek, Michigan.

Job Description:

The JETS Program provides the full range of IT services, technical and management expertise that support applications, software, hardware, infrastructure, and systems, across the DLA IT Enterprise. Support is provided for information technology solutions, technical support, maintenance, and sustainment; operations support; application development, maintenance and technical support; and lifecycle management. Additionally, the program also supports administrative program management support for IT program offices and DLA Information Operations (J6) Office.   The program provides support technology services across the DLA Information Operations Enterprise, the DLA Program Executive Offices (PEO), and all other technology services currently supported through DLA Contracting Services Office (DCSO) acquisitions.

 

This Task Order is to provide Program Management support services as required by the J62H Portfolio, to include but not limited to, coordination, update and maintenance of various program deliverables including the Integrated Master Schedule (IMS), software lists, contract lists, system availability trending, program charts, ProSight, briefing charts, and other program and project associated documentation and tracking of all areas of PM. This includes Operations, Sustainment, Security, Configuration Management (CM), Testing, and other tasks/areas. The support will also entail coordination and information gathering across the portfolio and at times outside the portfolio on PM-related special interest items such as Task Management Tracker (TMT) tasks, Info Spots, Interface questions, etc.

This Task Order provides Program Management technical support activities as needed by the J62H Portfolio Program Management Office (PMO). Those activities include supporting the J62H Portfolio Program and Project Managers, Technical Leads, SMs, contractor and government development teams with Project Integration support for technical projects. The activities include, but are not limited to: conduct research on and provide technical support related to system architectures and the operational environment, coordinating, preparing and managing Work Breakdown Structures (WBS) to ensure complete planning and execution of the technical projects of the J62H Portfolio, preparing and tracking documentation and deliverables such as Plan of Action and Milestones (POAMs), DAA Risk Acceptance (DRAs), firewall requests, and program related change requests. This will require extensive understanding and coordination with many internal program resources and well as external DLA, DISA and contractor personnel.
Experience using and applying ATO and RMF processes, developing appropriate artifacts, reading scans (for example, ACAS scans) and identifying issues revealed by the scans, collaborating with govt staff to assign action items to and follow-up on resolution of the vulnerabilities.

Duties of a Lead Business Systems Analyst may include:

 

  • Contribute top-level technical expertise in Information Technology cradle to grave processes related to applications and infrastructure
  • Document existing operations and practices, including ATO and RMF artifacts; need to understand artifact requirements
  • Identify artifact weaknesses and work with/teach submitters how to fix their artifacts so they can be accepted
  • Read system scans, identify results, assign actions to resolve vulnerabilities and other issues revealed by the scans, and follow-up with OPRs until complete
  • Analyze those operations and practices against documented best practices
  • Develop a plan of actions and milestones to evolve to the best practices
  • Act as a member of a team responsible for providing technical guidance concerning the business implications of the application of various systems
  • On occasion, short duration (1-5 days) site visits may be required as authorized by the Government.

 

Required Skills / Experience:

  • Must hold a Project Management Professional (PMP) certification or equivalent
  • Experience developing, reviewing, and guiding others in the development of ATO and RMF artifacts
  • Experience reading system scans and identifying actions needed to resolve issues revealed by scans
  • Five (5) years of relevant experience
