Job Description:
Reporting to the President and CEO, the Director-Technology, Research
and Development is accountable for oversight of all aspects of HFSC’s
information systems, information technology functions, and for
research and development activities, including grant management. The
incumbent is also responsible for the security of the organization’s
information systems, including cybersecurity concerns. He/she plans,
develops, and implements long and short-term strategies and tactics to
ensure systems, research and projects support the goals and objectives
of the organization, leading assigned functions in a manner that
develops, builds, and continually enhances internal and public
confidence. The Director of Technology and Development is a member of
the HFSC Executive Leadership Team.
Specific duties include, but are not limited to:
Develop strategic vision for information technology management,
and research and development projects at HFSC, developing and
implementing operational plans for management and continual
enhancement of systems, technology, and processes based on input
from subject-matter experts in HFSC forensic and business sections.
At the senior leadership level, establish organizational standards
in partnership with section leadership, determine appropriate solutions.
Proactively plan for and ensure security of HFSC information and
systems, leading efforts to proactively research and implement
effective cybersecurity initiatives; coordinates system security
efforts with the CFO, who has responsibility for physical security
of all HFSC locations.
Prepare annual division budget and establish controls to stay
within the budget.
Select and supervise direct reports, providing guidance for
indirect hires as appropriate.
Identify, acquire, and maintain appropriate, effective, and
efficient organizational infrastructure for information system,
information technology, and research and development projects.
Lead efforts to adapt, recommend, and ensure appropriate
implementation and maintenance of software and hardware systems
specific to individual disciplines.
Provide senior level oversight to the Internship Program for HFSC.
Provide strategic vision, oversight, and development of grants and
research activities that support and enhance the position of HFSC in
the field of forensic science. Ensure effective partnerships with
external and internal personnel that yield appropriate and timely results.
Oversee the technical training initiatives and objectives, for
staff members., in partnership with section management and the
Quality Division.
Ensure compliance with auditable constraints of technology in
compliance with HFSC’s governing bodies.
Manage/complete other projects, tasks or responsibilities as assigned.
