You'll manage multiple projects, collaborating with internal teams, utility providers, contractors, and governmental agencies. Essential Duties and Responsibilities 

  • Coordinate with utility companies regarding upcoming projects, clearly communicating project intentions, and obtaining copies of their base maps as needed.
  • Collaborate with sub-consultants or contact Missouri One-Call directly to request utility locates at critical project locations. Develop and maintain a system for tracking these locates, and verify completion through site visits. Update CAD files independently or with internal staff to reflect actual utility locations on project plans.
  • Demonstrate proficiency in reading roadway construction plans and conducting conflict analyses between existing utility locations and proposed improvements from the Preliminary Plan Phase through Final Construction Plans.
  • Identify conflicts from roadway plans, prepare utility conflict analysis, and maintain tracking of these conflicts.
  • Coordinate utility meetings by communicating purpose, location, time, and date to utility providers. Conduct meetings to confirm each utility's accurate representation on plans, discuss perceived conflicts, and request avoidance options or relocation plans. If conflicts are not clear, request potholing of existing facilities for confirmation, working with surveyors to record exposed service locations, and ensuring proper conduct during potholing activities.
  • Maintain continuous monitoring, correspondence, and confirmation of utility relocation plans and permitting statuses. Document all correspondence via phone, email, and in-person interactions.
  • Provide regular project updates to clients regarding utility coordination progress.
  • Assist in developing utility Job Special Provisions (JSPs) to inform potential bidders of all utilities within the project corridor.
  • Attend pre-bidding or preconstruction conferences to provide information and updates to potential bidders or contractors regarding the presence and status of utilities within the project corridor.
  • Serve as the local utility facilitator during construction, as needed in the field, to coordinate activities with utility representatives related to construction, relocation, adjustments, or conflicts.
  • Perform additional tasks as assigned to contribute to the achievement of the company's objectives.
  • Facilitate effective communication in person, via email, and over the phone to ensure clarity and understanding among project stakeholders.

Education and Experience

  • Associate degree in Civil Engineering Technology, Drafting, Electrical Technology, or related technical field. Bachelor’s Degree in Civil Engineering or related field is preferred.
  • 2 or more years of experience in transportation engineering, utility coordination, permitting, construction management, or related fields.
  • Proficient in AutoCAD, Civil 3D, MicroStation, Geopak, and Microsoft Office products.
  • Ability to read and interpret project plans, cross-sections, and right-of-way documents, as well as utility base maps.
  • Ability to collaborate with internal staff on design changes to mitigate utility conflicts.
  • Familiarity with standard procedures in roadway construction, utility planning, and engineering fundamentals.
  • Strong written, verbal, and interpersonal communication skills.
  • Excellent problem-solving abilities and keen attention to detail.
  • Willingness to travel to job sites as needed for project requirements.
  • Understanding of Missouri Department of Transportation or similar agency policies, codes, regulations, and standards.
  • Experience with utility coordination on projects with any state's Department of Transportation or similar agencies is preferred (i.e. Missouri Department of Transportation or St. Louis County Department of Transportation). 
  • Additional preference for utility experience, such as subsurface utility exploration, potholing, or construction observation.
