Brief Description


Under broad guidance, this Environmental Scientist is responsible for:
a.Developing, managing and coordinating programs and projects
b.Ensuring that HRSD is in compliance with all water-related Federal and State regulations that apply to HRSD operations
c.Managing systems and staff to meet regulatory monitoring and permit requirements as well as customer expectations
d.Actively participating in and advising senior management of relevant legislative and regulatory activities with recommendations for maintaining compliance
e.Managing the HRSD Municipal Assistance Program which provides municipal environmental services to Virginia government agencies.
f.Providing technical expertise pertaining to water quality and water reuse issues
g.Developing and maintaining positive internal and external working relationships
h.Communicating and following the HRSD mission, vision, and values; providing vision, strategic planning, and implementing innovative programs to continually improve performance

Job Requirements


Education
1.Required
a)Bachelor's Degree in Engineering, Environmental Science, Chemistry, Biology, or related field of science as approved. Alternatively, a bachelor’s degree in other disciplines with at least 30 credit hours of college course work in Engineering, Environmental Science, Chemistry, Biology, or related field of science as approved.
2.Desired
a) Advanced Degree in Engineering, Environmental Science, Chemistry, Biology or related field of science
b.Experience
1.Required
a)Five years of increasingly more responsible work in regulatory related activities for wastewater programs, such as NPDES permit compliance and negotiations; Total Maximum Daily Loads (TMDLs); development of new regulations or statutes; and other Clean Water Act (CWA) activities
b)Experience working in a team environment, using quality principles and participative management
2.Desired
a)Experience in Federal or State CWA regulatory programs
b)Experience in water quality assessment and monitoring programs

c.Training Levels
Personnel in this category are fully qualified at Grade 9 with appropriate BS degree and 5 years of experience. While a fully qualified selection is desired, the following training levels and years of experience are established for personnel who are not fully qualified:

Grade 9a – BS degree and 4 years relevant experience
Grade 9b – BS degree and 3 years relevant experience
Grade 9c – BS degree and 2 years relevant experience
Grade 9d – BS degree and 1 year relevant experience
Grade 9e – BS degree no experience

An advanced degree in an appropriate discipline will be evaluated for additional experience and further advancement in training levels.

d.Job-specific Technical Competencies
1.Required
a)Strong managerial skills to plan, organize, implement and control complex regulatory programs and research projects
b)Extensive knowledge of laws, rules and regulations that pertain to federal and state Clean Water Act, Resource Conservation and Recovery Act, and Safe Drinking Water Act programs
c)Knowledge of budget development processes and HRSD procurement process
d)Knowledge of Federal and State legislative and rulemaking processes
e)General understanding of the scope of responsibilities of other HRSD departments
f)Multi-disciplinary knowledge of the academic subjects applicable to water/wastewater treatment and associated environmental impacts
g)Working knowledge of wastewater treatment and interceptor systems processes
h)Thorough scientific and technical knowledge of chemical and biological processes for water and solids
i)Working knowledge of new technologies, equipment and processes pertaining to sampling and analyses of various environmental samples
j)Ability to develop and implement detailed project plans and programs
k)Knowledge of various sampling and analytical methods and issues
l)Ability to perform fieldwork and/or laboratory analysis for environmental monitoring projects/special studies
m)Advanced technical skills in data analysis, statistics, modeling, interpretation, and reporting
n)Extensive written and oral communication skills at both the professional and lay levels
o)Ability to use independent judgment to perform research, stay current with changes in regulations or proposed methods and implement protocols in response to changes
p)Ability to research regulatory issues, and expand research to include legal precedents impacting the issues
q)Ability to apply regulatory knowledge to "real world" events and advise a plan of action
r)Thorough knowledge of Quality Improvement principles
s)Ability to use MS Office products at an advanced level of proficiency and a variety of other industry-specific programs (e.g. LIMS, TIMS, PIMS) at an intermediate level of proficiency
t)Ability to develop highly effective working relationships throughout HRSD and with external partners such as academicians, citizen monitoring groups, consulting engineers, customers, and jurisdiction professionals
