What are the responsibilities and job description for the Policy Analyst, Environmental position at ICF?

ICF's Regulatory, Policy and Economics business portfolio at ICF supports primarily public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We estimate the environmental, safety, and social impacts of regulations, policies, and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Environmental Protection Agency, Department of Transportation, Department of Homeland Security, Department of Labor, Department of Interior, and the Nuclear Regulatory Commission.
What You Will Be Doing :
As an Environmental Policy Analyst, you will work within an interdisciplinary team conducting applied research and providing consulting services in support of national-level programs focused primarily on addressing a range of environmental, public safety, and natural resources management issues.
You will lead research and quantitative analyses and conduct regulatory and policy analyses for our clients.
Responsibilities:
- Characterizing the ecological and human health effects of pollutants and environmental stressors,
- Reviewing and synthesizing scientific literature,
- Compiling and analyzing industrial releases and environmental data,
- Researching industry responses to changing regulatory requirements, Developing and applying hydrological and fate and transport models and other methods to quantify impacts and providing other general program support.
- Working on domestic regulatory issues related to environmental quality, risk management, and human and ecosystem health,
- Collaborating with senior and junior staff within a multidisciplinary team that includes economists, scientists, and engineers.
- Direct contact with clients and contributing to expanding our business.
What you need to be a successful candidate for this role:
Minimal Qualifications:
- Bachelor's 2 years of experience OR Master's degree physical or environmental science, environmental engineering, or a related discipline with very strong quantitative skills and an outstanding academic record. Academic training should include coursework in water resources, systems modeling, geographical information systems and/or remote sensing, and programming/scripting
- As this is a client-facing role, excellent oral and written communication skills are essential.
- Prior consulting experience is highly desirable.
- We need someone who works well on teams.
- You need to be flexible and able to work in a fast-paced environment. You also need to have very strong analytical skills and a demonstrated ability to work independently and apply various technical skills and innovative thinking to solve complex problems.
- Coursework or demonstrated proficiency in water resources management, hydrology, environmental chemistry, GIS and/or remote sensing, programming, and statistics is required.
- Knowledge of watershed or environmental systems modeling, environmental risk assessment, and optimization modeling is a plus. In particular, preference will be placed on candidates with demonstrated proficiency or prior research or employment applying watershed or water quality models (e.g., Soil and Water Assessment Tool) and using analysis software and scripting language (e.g., R, Python) to analyze environmental data.
- Knowledge of environmental and natural resource regulation and policy issues, particularly regarding programs under the Clean Water Act, Safe Drinking Water Act, and other federal laws is also a plus.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :
$62,802.00 - $106,763.00
