What are the responsibilities and job description for the Senior Knowledge Management Advisor position at ICF?

The Senior Knowledge Management (KM) Advisor will be responsible for all knowledge management, monitoring, evaluation, and learning for the anticipated five-year, USAID-funded $50-100 million Localize Global Health Security (LGHS) project. The LGHS project will work with local partners in focus countries in Africa and Asia to strengthen critical health security capabilities defined in their national health security action plans and contribute to their Global Health Security Agenda 2024 targets. Building capacity and achieving these targets is critical to strengthening and sustaining country, regional, and global preparedness for pandemic prevention, detection, and response. LGHS will support country-level progress against country-driven priorities.
Primary Responsibility:
Develop and implement a knowledge management framework and strategy to capture, analyze, report on, and share the learning of the LGHS project on best approaches and practices of local partners conducting global health security interventions in Africa and Asia and project interventions to strengthen local partner capacities.
Other Responsibilities:
- Develop knowledge management framework and strategy during project implementation to reflect project needs and developments
- Develop and implement innovative, creative, and effective ways to strategically capture knowledge internal to the Localize Global Health Security project for sharing
- Leverage best practices and change management principles to improve the effectiveness of internal and external knowledge sharing
- Develop and maintain the LGHS SharePoint site
- Provide orientation, training, and support to consortium members and local partners to fully use the site and own the content
- Work with the LGHS leadership team to streamline work and knowledge capture across consortium members, including regional partners
- Oversee Monitoring, Evaluation, and Learning (MEL) activities; develop, implement, facilitate, evaluate, and improve monitoring, evaluation, and learning activities, including establishing processes, guidelines, and templates
- Manage the capture and analysis of data for annual reports and continuously improve systems used for data capture and analysis
- Assist with implementing innovation and data quality strategies and initiatives
Basic Skills and Qualifications:
- Master's degree in Information Science, Knowledge Management, Business, or related field with a focus on information/knowledge management
- 10 years of experience in knowledge management or related field, specifically in the area of global health
- 5 years of experience working with local partners in low- or middle-income countries
- 1 years of working with knowledge management principles and capacity to deliver knowledge management and learning activities, specifically learning facilitation (capture, transfer, adapt, re-use) methodologies
- 3 years experience working with Microsoft SharePoint Online administration and development, including subsites, libraries, list, etc
- 1 years experience with change management principles
Preferred Qualifications:
- Experience working on a USAID contract or other US government contract
- Experience with institutional strengthening for local partners in Africa and Asia
- Experience with monitoring, evaluation, and learning on international development projects
- Demonstrated experience as a SharePoint site collection administrator
- Experience with business process visualization
- Experience with website design and development, as well as content management best practices
- Understanding of adult learning principles
- French language skills a plus

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :
$162,892.00 - $276,916.00
