Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of Assistant Section Chief. Subject to the administrative approval of the Chief, HIV/AIDS Section, assists with the administration and management of a statewide program for the prevention and control of HIV/AIDS. Responsible for federal and state budgetary requests and oversight of the sections fiscal activities including budget preparation and analysis. Supervises subordinate staff.
Job Responsibilities
1. Coordinates and oversees the development and completion of the Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) Section’s annual budget, advises on initiatives to ensure federal and state funds are expended appropriately to meet federal funding objectives and oversees fiscal reports, contracts, and grants.
2. Assists with planning, developing, directing, and evaluating a statewide program for the control and prevention of HIV/AIDS assuring the implementation of the section’s objectives and goals.
3. Serves as a working supervisor. Assigns and reviews work. Provides guidance and training to assigned staff. Counsels staff regarding work performance. Reassigns staff to meet day-to-day operating needs. Established annual goals and objectives. Approves time off. Prepares and signs performance evaluations.
4. Confers with the HIV/AIDS Section Chief and appropriate Division administrative staff to integrate and coordinate the section’s activities and needs (budgetary, personnel, etc.) with other programs in the Division and the Department.
5. Develop the section’s health related social marketing campaign and health promotion events.
6. Coordinates the goals, objectives, and activities of the Section by serving as a member or the Department’s Interagency AIDS Task Force and other Department committees. Maintains liaison with the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention, and other federal agencies that relate to the achievement of program objectives. Coordinates the preparation and transmittal or reports as required by federal grant awards.
7. Travels to deliver speeches and lectures before professional and lay groups.
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
