Job Description:

The Department of Healthcare and Family Services, Division of Finance, is seeking to fill the Bureau Chief of Budget and Cash Management position, to serve as the Budget Director and oversee the State’s $30 billion dollar Medicaid and Child Support Services budgets. The ideal candidate will demonstrate the knowledge and experience to formulate, implement, and defend the Department’s budget and exhibit the ability to administer fiscal management responsibilities for Department programs. The ideal candidate should be highly motivated with strong management and leadership skills and a minimum of three years of professional supervisory experience. Advanced degrees, professional certifications, or continuing education with relevance to the Department’s mission are preferred. This position requires a high energy individual with a successful track record who can multi-task while managing the Department’s budget process.

Job Description

  • Serves as Bureau Chief of Budget and Cash Management for the Department of Healthcare and Family Services (HFS), Division of Finance by planning, organizing, directing, and evaluating Bureau activities
  • Plans, formulates, defends, and implements the budget for the HFS and administers fiscal management responsibilities for Department programs
  • Serves as full line supervisor
  • Directs the analysis and evaluation of budget issues and requests to justify and implement appropriations according to executive and legislative intent
  • Advises Department management staff of availability of funds and in the preparation of daily and monthly cash spending plans
  • Performs initial evaluations of new Department programs to be funded to determine fiscal impact and cost/benefit ratios for future budget defenses and analyses
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college preferably with courses in finance, business administration, accounting, or budgeting
  • Requires prior experience equivalent to four years progressively responsible administrative experience in a public or business organization, preferably with finance, business administration, accounting, or budgeting experience

Preferred Qualifications

  • Three (3) years of experience in formulating, defending, and implementing a multi-million dollar public or business organization budget
  • Three (3) years of experience assuming fiscal management responsibilities for public and private programs ensuring compliance with federal and State statutes, rules, and regulations
  • Three (3) years of experience working with the principles of governmental accounting, program budgeting, and statistics
  • At least three (3) years, but preferably five (5) years of professional supervisory experience with management and leadership skills
  • Three (3) years of professional experience assessing fiscal/policy impacts of legislation proposed or enacted by the Illinois General Assembly or the US Congress
  • Three (3) years of administrative experience in State government or private or public organization in dealing with large fiscal systems.
  • Three (3) years of experience making decisions involving significant amounts of money and justifying and supporting those decisions
  • Three (3) years of experience in the development and management of a major agency, or public or private organization program
  • A master’s degree in business administration, finance, public administration, accounting, or economics

  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires the ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This includes the ability to work evenings and weekends.
