Job Description

The Illinois Department of Innovation and Technology (DoIT) is seeking a Division Manager for the Divisional Support team supporting the Illinois Department of Revenue (IDOR). This Manager should have in-depth knowledge of the current and up-and-coming trends in the IT field and be highly proficient in the discipline of database administration, project management, technical and administrative support, software development and team development. To be successful, you will need to be highly analytical and professional, and possess effective communication skills and excellent organizational skills. The selected candidate will serve as a full-line supervisor with experience managing Database Administrators, Project Managers, System Architects, technical and administrative support personnel, and customer/user relationships while collaborating with Program Areas, local DoIT teams, and Enterprise DoIT teams. Job Responsibilities

  • Directs the Database Administrator (DBA) team:
    • Directs the DBA team activities through working with local Development teams and other DoIT technology teams on, but not limited to, organizational standards and policies, priorities, security posture, and overall application health as they relate to our current server farm.
    • Ensures collaboration with Development teams on project and maintenance solutions.
    • Ensures upgrades and patches are managed appropriately.
    • Ensures application and database designs are well documented and maintained.
  • Directs the Project Management (PM) Team:
    • Directs the PM Team through standard project management governance including but not limited to, effective planning, communication, risk and issue mitigation, and escalation.
    • Ensures the project portfolio is maintained and managed. Ensures the PM report library is maintained and managed.
  • Directs the local Technical Support Team:
    • Directs the local Technical Support team in supporting local technical efforts that including but not limited to, disaster recovery, local application access/authority/support, and DoIT Liaison/Change Management

  • Directs the local Administrative Support Team:
    • Directs the Local Administrative Support team in supporting local non-technical efforts including but not limited to, entering DoIT service requests, audit management, governance documentation, Training, Communication, Dashboard management and maintenance.
  • Serves as full line supervisor.
  • Directs the efforts to research and report analysis on new technologies and non-development solutions: Collaborates with IDOR and all DoIT teams on but not limited to, research, analysis, proof of concept, testing, and recommendations regarding opportunities for new solutions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

Minimum Qualifications

  1. Requires a bachelor’s degree in Computer Science.
  2. Requires three (3) years of experience as a Database Administrator or managing Database Administrators.
  3. Requires three (3) years of experience of professional IT management.

Preferred Qualifications

  1. MIS degree
  2. Five (5) years of experience as a Database Administrator or managing Database Administrators.
  3. Five (5) years of experience of professional IT management.
  4. Five (5) years of experience as a Project Manager or managing Project Managers.
  5. Five (5) years of experience managing a technical and/or functional/administrative support team.

Employment Conditions

1. Requires ability to work overtime and outside of normal office hours to meet deadlines. 
2. Requires passing a fingerprint background check. 
3. Requires passing tax compliance check. 
4. Requires ability to travel. 
5. Requires use of agency-supplied equipment (mobile phone, laptop, etc.).

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
