Job Responsibilities
1. Docketing & Intake- responsible for the Railroad Safety Section's docketing for all formal petitions, stipulated agreements, complaints, and associated filings into the e-Docket System, and for receipt of informal complaints and inquiries received via email through the Illinois Commerce Commission’s (ICC’s) webpage, or via phone or mail.
• Enters information into the section's RAILS database.
• Reviews and monitors cases and filing progress to ensure status is up to date or if action is needed: contacts the Administrative Law Judge and their Staff (incorrect dates, missing parties, need for hearing); Progress Reports not submitted – contacts attorneys, parties and project managers requesting Progress Report as required by Commission Order; contacts ICC Project Manager assigned to Railroad or ICC Cases; assist parties/attorneys with application for e-Docket account.
• Receives and reviews Form 3 and Form 1 Warning Device petitions which the Railroads (RRs) are required to submit plans for approval; ensures plans are included with the filing and assists with organizing revisions to the plans from the RR’s; ensures that the appropriate plan set is filed in e-Docket and information is entered into the RAILS Database.
• Prepares various statistical reports and documents as requested from program management.
2.Crossing Safety Improvement program, Project & Inquiry Assistance:
• Drafts formal letters, memoranda, reports, orders, and Stipulated Agreements and submits to supervisor approval and signature; coordinates research and other efforts involved to compile an appropriate draft; provides follow-up which is dependent upon the content / issues addressed in the letter.
• Serves as point of contact for calls directed to the ICC's Rail Safety Section call-in line, and other means of contact.
• Performs research to gather and compile information to respond to inquiries for information and assistance from attorneys, local government agencies, and the public.
• Attends meetings and inspections as assigned.
3.Under direction, maintains all records of the Commission's Rail Safety Section.
• Processes new records, organizes and maintains existing records, and applies record retention policies in adherence to the agency's plan for hard copy and data archives.
• Compiles information and documents for and responds to Freedom of Information (FOIA) and subpoena requests.

4.As assigned, functions as duty officer.
• Receives accident/incident reports.
• Contacts appropriate specialist ("chaser") and dispatches the "chaser" to the accident/incident site.
5.Functions as liaison with other agencies; coordinates information and exchanges data with other state and federal agencies; makes necessary adjustments to held data.
6.Performs various duties to support the Operation Lifesaver program as necessary.
7.Perform other duties as required or assigned, which are reasonably with the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to the completion of four years of college, preferably with coursework in engineering or a related field (4 years’ experience in the railroad safety field will substitute for the required college).
Preferred Qualifications
• Prefers thorough knowledge of Illinois Vehicle Code (Chapter 95 1/2, paragraph 18c), 92 Ill. Adm. Code 1535 and 92 Ill. Adm. Code 1515
• Prefers working knowledge of computers for the purpose of input, maintenance, and control of data, and report generation, pertaining to the Commission's crossing information system.
• Prefers ability to attend meetings and inspections as assigned.
• Prefers ability to maintain satisfactory working relationships with railroad officials, local authorities, and other state agencies.
Condition of Employment
Requires the ability to travel to attend meetings and inspections as assigned. Requires appropriate, valid driver’s license.
