Position Overview
The Division of Family and Community Services is seeking to hire a public service administrator for the Program Support & Fiscal Management to serve as liaison to Bureau of Workforce Development Management by reviewing, analyzing, and making recommendations on Federal, State, and related policy, procedures, program operations, Program Information Report (PIR), legislation and administration to verify continued program quality and accountability. This position coordinates and compiles numerous pending assignments issued to the Division including annual production reports and provides complex and technical input on Employment & Training programs statewide to Department staff and governmental agencies to ensure effective implementation of contract language and requirements. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self -sufficiency and integrity of families of Illinois.
Job Responsibilities
- Serves as liaison to Bureau of Workforce Development Management by reviewing, analyzing, and making recommendations on Federal, State, and related policy, procedures, program operations, Program Information Report (PIR), legislation and administration to verify continued program quality and accountability.
- Coordinates and compiles various and numerous pending assignments issued to the Division including annual production reports.
- Provides complex and technical input on Employment & Training programs statewide to Department staff and governmental agencies to ensure effective implementation of contract language and requirements.
- Provides technical assistance to FCS’s bureau staff responsible for preparing and processing Request for Proposals (RFP)s, Invitation for Bid (IFB)s and Request for Information (RFI)s for publication and comments on prepared drafts.
- Serves as liaison to Family Community Resource Center (FCRC) Regions/Local Office staff to communicate the establishments of all procurements needed to operate the FCS facilities.
- Drafts briefings, decision memos, legislative bill reviews, program evaluations and other complex documents.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- One (1) year of professional experience in developing and maintaining collaborative and cooperative working relationship with private and public organizations.
- One (1) year of professional experience working with state and federal rules and regulations relative to state or non-state contracting.
- One (1) year of professional experience performing critical analysis and evaluation of programmatic requirements and requests for a public or private organization.
- One (1) year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
- One (1) year of professional experience communicating in verbal or written form with both internal and external stakeholders for a public or private organization ensuring detailed and critical analysis of work performed.
- One (1) year of professional experience working with state and federal state plans.
