Description

The Human Resources Manager will report to the Director of Human Resources and will be responsible for the Credit Union’s day-to-day human resources function for 70 employees across 6 locations.  Responsibilities including payroll, recruitment, and selection, hew hire orientations, employee relations, policies and practices, employee benefits, leaves of absence, workers’ compensation, health and safety, and record compliance.  Administers and monitors human resource programs and ensures compliance with Credit Union policies, as well as federal and state regulatory requirements.  Participates in developing department systems, goals, and objectives.

This is an exempt position, located on site in our Long Beach, California headquarters and requires a 40-hour work with occasional overtime, as needed.

Qualifications


Essential Responsibilities & Duties

  1. Develops, recommends, applies, and evaluates personnel policies and procedures that comply with all state and federal guidelines.  Maintains and revises employee handbook, as necessary.   
  2. Recruits and selects quality applicants for temporary and regular-hire vacancies, ensuring that the Credit Union is adequately staffed with competent employees.  Assists in researching, analyzing, and developing starting salaries, and extends offers. 
  3. Works collaboratively with the HR Director in support of the overall HR strategy.  Recommends new approaches, policies, and procedures to affect continual improvements in efficiency of department and services performed.
  4. Administers new employee orientation and exit interview program.
  5. Acts as first point of contact for all employee HR questions and inquiries; provides coaching and counseling to all levels of employees.
  6. Counsels management and employees in the interpretation and application of human resources policies and procedures and implements effective employee relations.
  7. Advises HR Director of issues and conditions that may affect the department or the organization.
  8. Manages and processes weekly payroll; prepare and maintain related payroll records and reports, process child support, wage garnishments and terminations, along with unemployment inquiries and verifications of employment.
  9. Conducts research into the latest trends in personnel policy development and recommends policy revisions.
  10. Assists in conducting training and development programs that meet the needs of the staff and management and that meet the objectives of the Credit Union.
  11. Advises managers on desired corrective and disciplinary actions, offering alternatives and objective solutions.  Assists managers and supervisors in creating disciplinary documentation and administering disciplinary actions.
  12. Assists in investigating employee relations, ethics, and compliance issues.
  13. Enforces positive employee relations and is a representative (where applicable) in branches with collective bargaining agreements; participates in arbitrations, grievances, and contract negotiations, as necessary.
  14. Administers the Credit Union’s overall benefits programs, and assists with payroll, wage and hour processes, and procedures.
  15. Administers and monitors leaves of absence, and Workers’ Compensation leaves and claims, to ensure compliance with all protected and non-protected leave requirements.
  16. Administers and monitors safety programs, and proactively resolves ergonomic issues and concerns.
  17. Assists in maintaining and monitoring the Credit Union’s performance appraisal program.
  18. Assists in reviewing employee changes in status and ensures fair and equitable application of compensation policies and practices.
  19. Develops and maintains a variety of programs to ensure harmonious employee relations and engagement in keeping with Credit Union’s objectives.
  20. Directs the maintenance of personnel data systems and records.
  21. Maintains up-to-date and thorough knowledge of federal and state employment law.
  22. Participates in the development and implementation of the annual Credit Union strategic plan.
  23. May manager department staff.
  24. Performs specific and delegated duties as assigned.

 

Job Qualifications

  1. Bachelor's degree in a related field and minimum five years related experience.  
  2. Management experience with employee relations and recruiting expertise, preferably in a Credit Union or financial institution.
  3. Experience processing payroll and working knowledge of various time and labor, and payroll processing programs, such as Paychex, Paycom, and/or ADP.
  4. Requires broad knowledge of personnel administration policies and practices.
  5. Excellent organizational and problem-solving skills.
  6. Ability to handle multiple projects/priorities simultaneously with an effective outcome.
  7. Ability to deal with highly confidential information. 
  8. Must possess strong service-orientation skills; Ability to build relationships, credibility and trust with employees and management.
  9. Excellent verbal, written, and interpersonal communication skills.
  10. PC proficient, including Microsoft Office (Word, Excel, PowerPoint, Outlook) and the Internet.
  11. Ability to maintain confidentiality regarding Credit Union records and data.
  12. (S)PHR-CA, SHRM-CP certification preferred.
  13. Labor relations experience within a labor union environment preferred.

Work Environment

Most work is performed in an air-conditioned and heated office environment with exposure to basic office equipment and typical moderate office noise.
