This position manages healthcare facility construction and renovation projects for the Portland Area Indian Health Service, Office of Environmental Health and Engineering, Division of Health Facilities Engineering. The projects accomplish mission critical strategic objectives by increasing access to care and support improving the quality of available healthcare services.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
In order to qualify for this position, you must meet the Basic Requirements for professional engineering positions. Select the response that most closely and accurately describes your background which demonstrates how you meet the education and/or experience requirements. Select only one response and do not leave blank.
A. A degree in professional engineering from a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. B. A degree in professional engineering that includes differential and integral calculus and courses in at least 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials; (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials; (7) any other comparable area of engineering science or physics. C. A degree in professional engineering from a foreign institution that has been accepted as equivalent to a conventional U.S. higher education program.
D. A combination of education and experience college-level education, training, and/or technical experience, which is demonstrated by my professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by a State, the District of Columbia, Guam, or Puerto Rico. E. A combination of education and experience college-level education, training, and/or technical experience, which is demonstrated by having passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in a State, the District of Columbia, Guam, or Puerto Rico. F. A combination of education and experience college-level education, training, and/or technical experience, which is demonstrated by my successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in option B above. G. A combination of education and experience at college-level education, training, and/or technical experience, which is demonstrated by my successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field, such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND I have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Providing professional civil engineer expertise in project proposals, Architectural Engineer (A/E) contract performance, and construction contracts in concert with the assessment of proposals by departmental and health program specialist. Administering design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings.

Selective Placement Factor: This position requires a Professional Engineer License issued by a U.S. state or territory.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Responsibilities:

  • Healthcare Facility Assessment and Planning- Assesses patient user population, workload, staffing levels, and existing facility space (condition and functionality) using planning standards. Works with stakeholders to identify and prioritize facility improvements based on data and standards. Completes facility master pals to document facility needs and prioritize construction actions that can be accomplished as funds become available.
  • Design and Construction Contracting- Develops contract requirements for professional architect/engineering services necessary to implement projects. Assures appropriate and timely stakeholder input into design activities. Assesses deliverables prepared by licensed design professionals for compliance with contract requirements and projects objectives stated in project approval documents. Serves as the Contracting Officer's Representative (COR) for both design and construction contract actions. Required to achieve and maintain FAC Project Program Manager Level III Certification within 12-months of entering the position. (Alternatively: Level III COR and additional general industry certification such as Project Management Professional is required within 12 months).
  • Project Evaluation and Closeout- Leads post-occupancy evaluation teams to assess the effectiveness of completed projects in meeting identified objectives. Identifies aspects of the project that worked well and areas for improvement. Documents lessons learned in a report and integrates into future projects. Completes project closeout documentation, including the project final report and financial reconciliation.
  • Health Facilities Engineering Program Support- May be assigned various assignments in support of the Area Health Facilities Engineering Program. This includes, but is not limited to, assignments related to the Healthcare Facility Construction Priority System, Joint Venture Construction Program, Small Ambulatory Program, Quarters Construction, Green Infrastructure/Sustainability, capitalization of new construction, environmental support , and plan review of tribal health facility projects.
