This position will serve as the Chief Executive Officer (CEO) of the Youth Regional Treatment Center (YRTC) in Cherokee, NC.

The YRTC Program Director is responsible for overseeing and coordinating all aspects of the program and for working closely with the Nashville Area Director of Field Operations and the YRTC Clinical Director in assuring that the YRTC philosophy and treatment modalities are implemented as well as, directing and evaluating all aspects of the program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):

Individual Occupational Requirement:
An Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration is determined to be essential to successfully perform the duties and responsibilities of this position.
OR
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Applicants must also possess:
  • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
  • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-14:
Your resume must demonstrate at least one (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-13 grade level in the Federal service as described in the vacancy announcement.
Examples include: Develops, establishes, and directs the implementation, execution of, and compliance with overall Agency policies and procedures for the administration and operation of a healthcare delivery system; Reorganized services to align with health insurances' new payment systems and federal mandates such as Meaningful Use, ACA, etc.; Value-minded with experience implementing patient centered models and practices, by reducing operation and care delivery costs and; Leadership engagement and focus that drive improvements, safe and quality patient care, and saves money; Application of the science of improvement and innovation, encompassing new models for redesigning care systems for efficiency and effectiveness; experience and application of change management theories and principles. Leadership experience with people in meeting the organizational vision, mission and goals. Creates an environment of learning and teamwork.

Responsibilities:

  • Ensures the program is holistic and supports Native American spirituality and culture by using a variety of techniques and approaches.
  • Develops, coordinates, and integrates program plans in accordance with policies and directives.
  • Establishes program goals and operating guidelines relating to admission standards, treatment procedures, and modalities, quality assurance and utilization review and communication standards.
  • Analyzes current and future situations and conditions to identify service problems, trends, probable causes and corrective actions necessary.
  • Collects data and analyzes it against current and future needs and priorities.
  • Reviews and analyzes funding and make recommendations on necessary control measures to remain within the availability of funds.
  • Analyzes for correctness and accuracy of fund obligations, projection of expenditures and obligations backlog.
  • Confers with, advises and consults representatives of community groups and agencies at the federal, state or local levels (including county probation and child protective service agencies), as well as, tribal councils, coalitions, and other stakeholders which address substance abuse problems in AI/AN adolescents.
  • Indirectly supervises approximately 23 additional support staff engaged in performing a variety of activities such as administration, security, housekeeping, mental and spiritual health counseling, and physical health maintenance.
  • Approves, modifies, or rejects work schedules, leave requests, promotions, reassignments, status changes, award nominations, formal performance evaluations, and all other personnel actions.
  • Deals with employee complaints and grievances and administers disciplinary actions.
  • Conducts meetings and conferences with staff.
  • Presents data and makes recommendations to leadership.
