This position is an IT Specialist (Data Management), Division of Management Information Systems Branch, employing office located at the Bemidji Area Office, Bemidji, MN. This position reports to the Chief Information Officer or designee.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S):
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate.
Qualifying Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
GS-09: One year of specialized experience equivalent to at least the GS-7 level OR Master's degree OR equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree;
GS-11: One year of specialized experience equivalent to at least the GS-7 level OR Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree;
GS-12: One year of specialized experience at GS-11 or equivalent;
Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate; For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. GS-09 Specialized Experience Defined by Grade: Must be able to provide guidance regarding all aspects of an Electronic Health Record (EHR) database administration and function. Work with IT specialists to remedy problems associated with maintenance, operation, upgrades, and current function of EHR database and its underlying operating platform. Has knowledge of systems and requirement analysis methodologies and database management features and concepts of information systems.
GS-11 Specialized Experience Defined by Grade: Independently determines information system requirements including local and remote data storage; shadow server set-up; contingency plans; Ensures database availability, functionality, integrity, and efficiency; installation of software; packages, upgrade, operating systems, and new or modified hardware. Diagnoses and resolves routine problems; Analyses large scale information technology (IT) databases and similar programs using skills in descriptive and multivariate data mining methods, IT and advance analytical programming.
GS-12 Specialized Experience Defined by Grade: Work with Electronic Health Record (EHR) Management system or similar system in a health care setting; Designing, developing, testing, implementing, managing, and maintaining database systems; Work with database management principles and policies to include defining data polices and standards, planning for the efficient use of data, coordinating data structures, and performing logical database designs.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Responsibilities:
- Serves as a Data Base Administrator for the Resource Patient Management System (RPMS), which includes RPMS Application Software consisting of MUMPS Global and Fileman Structures within the system, and/or other database software as deemed appropriate to support such activity.
- Performs daily operating procedures and maintains Bemidji Area Databases in a full state of operation 24 hours a day, seven days a week.
- Responsible for the overall administration of data elements within the database. Operates,
- maintains, troubleshoots, and corrects errors encountered in daily operations of RPMS software.
- Responsible for keeping data element tables, globals, routines, patches, updates and new releases current on the Bemidji Area IHS, Urban and Tribal RPMS computer systems. Responsible for keeping Windows server operating systems current and operational and administering and supporting local and networked end users.
- Trains facility site managers and other end-users on the implementation, operation, maintenance and support of local Data Bases, Microsoft Windows server, MUMPS routines, patches, globals, tables, Fileman structures, corresponding hardware.
