The Chief Financial Officer is responsible for the preparation of financial reports that summarize and forecast the organizations financial position. Develops financial plans and policies. Oversees the functions of accounting and purchasing. Develops strategies and implements the long-range goals of the organization. The position reports to the President/CEO and maintains confidentiality of all applicable information.
Duties:
Has overall responsibility for the accurate recording and reconciliation of accounting transactions, accounts and ledgers.
Responsible for the accurate and timely completion of all financial documents and reports of the organization and coordinates their transmittal both within and outside the organization. Presents financial & investment reports to the Board of Directors pertaining to the financial condition of the organization.
Provides to the President on a monthly basis, a financial report of the operational budget vs. actual, including both income and expenditures.
Has overall responsibility for all annual audits and acts as the principal liaison with the auditors.
Participates in the annual budget preparation and provides related financial information to Senior Management. Also reviews all proposed, approved original, and ongoing modified budgets for the fiscal year affected.
Responsible for the maintenance and implementation of the property control system and overall managerial control of corporate assets. Manages fixed assets and depreciation.
Manages cash flow needs of the organization, along with loans and notes payable.
Assures effective compliance requirements with corporate investment policies.
Provides general coordination of corporate risk management and its principal liaison with insurance carriers with the exception of employee benefit policies.
Directly supervises the Controller and has overall responsibility of the Finance Division which includes accounting and purchasing.
Responsible for the annual organizational indirect rates.
Establishes and maintains the fringe rate based on benefits offered to employees.
Assures compliance with payroll tax payment and reporting requirements.
Works closely with the health centers Patient Financial Services office, particularly in the areas of compliance, accounting for billing and collection activities and the proper preparation of required cost reports.
Position is an active and participating member of the senior management team and the executive leadership team.
Ensures adequate staff training of all personnel within the applicable Finance programs for job functions and career growth.
Participates or oversees accounting/financial training for Tribal Government administrators as requested.
Manages and reconciles all bank accounts and investment accounts.
Manages and monitors all inventory and capital assets.
Reconciles all accounts receivables.
Manages and monitors construction project accounting.
Manages and monitors contributed capital.
Qualifications:
Bachelors degree in accounting or business with a minimum of seven years experience in financial management and department supervision. Documented experience with financial aspects of non-profit corporations and administration of government grants and contracts is required. Experience with Alaska Native contracts/compacts, State of Alaska contracts, and Federal agencies such as BIA and IHS is preferred.
