POSITION PURPOSE:
The Project Manager (PM) for the Capital Projects Department will be responsible for delivering on scopes of work for construction, repair, and modification of on-street infrastructure projects and overseeing their design and construction in cooperation with vendors, consultants, contractors, construction management firms, etc. This will include responsibility for ensuring that design, specifications, permits, project schedules, costs, permits, procurement and construction are carried out in accordance with local standards and requirements and IndyGo’s project development standards. The PM will participate in selection of design consultants and will be responsible for working with the Procurement team to prepare contracts, change orders and task orders. Will manage and coordinate capital projects through all phases of design, procurement, construction and close-out. Will report directly to and will meet regularly with the Capital Projects Director and coordinate with other Department Directors, Managers, Vice Presidents, and the President/CEO to ensure project objectives are met.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

CORE FUNCTIONS:
  • Ensures that assigned projects are completed within assigned budgets and schedules while meeting department’s needs, objectives, and design guidelines.
  • Manages consultants and contractors to ensure successful completion and coordination of assigned projects.
  • Works with design consultants to prepare detailed construction cost estimates and documentation for project funding.
  • Monitors progress and ensures quality of project, including compliance with plans, specifications, and local codes and ordinances.
  • Develops and monitors schedules and budgets for assigned projects.
  • Identifies and evaluates alternative solutions to best meet project goals.  
  • Participates in or oversees the RFQ, RFP and bid evaluation process for consultants, contractors, and other outside vendors. Participates in the selection of vendors according to IndyGo procurement guidelines.
  • Interacts with governmental branches and regulatory agencies as required to ensure that projects comply with all applicable legal requirements and regulations.   
  • Facilitates effective communication about project progress with internal and external stakeholders, including participating in public outreach activities.
  • Coordinates with Public Affairs, Operations, and other IndyGo Departments to minimize impacts to customers, operators, and other internal stakeholders.
  • Makes presentations to senior management.
OTHER FUNCTIONS:
  • In cooperation with the Director of Capital Projects, provides input to capital program and annual budgeting.
  • Represents IndyGo in meetings with other government agencies.
  • Plans community and stakeholder outreach and education meetings in conjunction with the Public Affairs department and, from time-to-time, presents in a wide variety of public settings.
  • Manages consultant relationships.
  • Coordinates diverse projects simultaneously within specified deadlines.
  • Develops and maintains effective working relationships with various levels of leadership; internal and external to the agency.
  • Periodically attends meetings before or after normal business hours. 
  • Performs other duties as assigned.
 
EDUCATION AND/OR EXPERIENCE:
  • To perform this job successfully, an individual must have the following education and/or experience.
  • Bachelor’s degree in Engineering, Construction Management, or related field.
  • Minimum 3 to 5 years of experience in transportation engineering, street/roadway construction or related field.
  • Knowledge of project management processes in civil engineering roadway, transit, or related projects. 
  • Knowledge of urban roadway design, traffic engineering, transit planning and design principles is preferred.
  • Indiana PE license, or ability to obtain an Indiana PE license preferred.
  • Transit related experience preferred.
 
KNOWLEDGE, SKILLS, AND ABILITIES:
  • The Capital Projects PM will be required to perform multiple technical tasks simultaneously, with a need to occasionally upgrade skills to meet changing job conditions.   The ability to clearly and effectively communicate orally and in writing is essential. 
  • Excellent customer service and analytical skills are necessary as is a personality that pays attention to details. Must exhibit initiative and a strong desire to achieve results. The ideal candidate will have experience preparing and maintaining accurate records; and planning and managing projects.  
  • Must be computer literate in the use of typical construction industry software. Demonstrated ability to build relationships is helpful. Will be expected to operate with significant independence and minimal supervision.

  • Exposure to project scheduling, budgeting, contracting and delivery of engineering projects.
  • Exceptional decision-making and problem-solving abilities.
  • Strong presentation skills and the ability to communicate to groups; ability to convey technical information to non-technical audiences.

  • Ability to define problem areas and evaluate, recommend, and implement alternative solutions to complex issues and problems.
  • Ability to establish cooperative relations with staff, contractors, consultants, technical committees, community organizations, representatives of federal, state, regional, and city agencies and the general public.
  • Ability to participate within a project team of diverse individuals through successful implementation of a project. 
  • Ability to work and produce finished work products within a specified frame.
  • Ability to maintain effective working relationships.
  • Advanced proficiency using a computer and related technology.
  • Understanding of transit technologies and their application to specific projects and services (desirable, but not required).

  • Ability to remain stationary for long periods and to move intermittingly throughout the workday, occasionally between divisions and departments, orfacilities. 
  • Requires occasional exposure to excessive noise, fumes/odors, some hazardous materials, and dirt/dust.
