*The salary range is  $75,000-$85,000 annually, commensurate with education and experience.

Onsite/No Remote Option

POSITION PURPOSE

The Operations Performance Manager is responsible for compiling, analyzing, and maintaining accurate operations statistics and data records. This lead role will not only supervise two or more Business Data Analysts but also be responsible for communication with Division staff outside the Service Planning Department, including the Chief Operating Officer, Deputy Chief Operation Officer, Division Directors, and their staff and the establishment of new or modified reporting methods, standard operating procedures, or benchmarking criteria to improve departmental performance and operational efficiencies.  The Operations Performance Manager will oversee business process improvements throughout the Operations Division.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS

  • Drives the execution of multiple business plans and analytical projects by identifying operational needs by consulting with business partners, managers, co-workers, or other key stakeholders; soliciting, evaluating, and applying suggestions for improving efficiency and cost-effectiveness; developing and communicating business plans and priorities; removing barriers and obstacles that impact performance; providing resources; identifying performance standards; measuring progress and adjusting performance accordingly; developing contingency plans; and demonstrating adaptability and supporting continuous learning. 
  • Manages multiple projects by defining scope of work and project objectives; establishing project activities, deliverables, milestones, and timelines; coordinating planning activities and assembling management plans; tracking changes to plans and ensuring resolution of critical issues; managing the governance of project plans; identifying resources needed for project completion; monitoring budgets and costs for projects; and delivering presentations, status reports, and other project documentation to stakeholders at regular intervals.
  • Demonstrate extensive leadership and expertise in leveraging advanced tools such as SQL, Excel, Python, and R to oversee the development of data solutions, including guiding data extraction, transformation, and loading (ETL) processes. Exhibit comprehensive experience with BI tools such as SSRS, SSIS, SSMS, Tableau/Power BI, etc. to direct the automation of reports, generate actionable insights, and enhance overall operational efficiency and accuracy. 
  • Oversee and review data collection and input procedures to ensure data validity and integrity. Utilize extensive experience to independently or with minimal direction, analyze large datasets, identify potential issues, and recommend necessary adjustments or solutions. Guide the team in drawing accurate hypotheses and conclusions from complex data, maintaining high standards of data quality and reliability.
  • Oversees behavior change and process improvement programs by assessing needs and identifying areas for enhancement. Collaborates with cross-functional teams to develop strategies that streamline operations, provides expertise on company policies and procedures, and ensures the availability of appropriate controls, tools, and materials to facilitate behavior change. Engages with stakeholders to ensure alignment and support, monitors program performance against metrics, identifies post-implementation issues, and develops and secures approval for necessary changes and resolutions.
  • Find and use the best practices and models to develop and monitor key performance indicators (KPIs). 
  • Provides supervision and development opportunities for one or more Data Analysts by selecting and training; mentoring; assigning duties; building a team-based work environment
  • Conduct comprehensive research and analysis of industry trends, current and historical data to develop statistical models that evaluate performance, operational costs, and efficiencies. Stay abreast of the latest technological advancements in transit operations and data analytics.

 

OTHER FUNCTIONS

  • Files and organizes data records. 
  • Provides data and statistical information to support other departments and outside agencies as needed. 
  • Performs other duties as assigned. 

 

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must have the following education and/or experience.

  • A bachelor’s degree in business administration, data analytics, mathematics, accounting, statistics, finance, or a related field is required.   
  • 4 years of industry experience preferred 
  • 2 years of continuous improvement preferred 
  • Six Sigma Certification preferred 
  • Supervisory experience required

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform each essential duty satisfactorily.
  • Possess excellent analytical skills with the ability to clearly and succinctly communicate key performance indicators and trends through both written reports and graphical presentations.
  • Proficient in mathematical and statistical techniques, including Time Series AnalysisCorrelation, Cluster, probability assessment, and statistical inference, to effectively analyze KPI’s.
  • Proficient in a wide range of data tools including SQL, Excel, Python/R. Experienced with Microsoft Office applications such as Word, PowerPoint, Visio, Planner, and MS Project, as well as SSMS and other relevant software.
  • Proficient in advanced data manipulation and analysis techniques, including DAX (Data Analysis Expressions) and Power Query for Power BI, and calculated fields, table calculations, and Level of Detail (LOD) expressions for Tableau.
  • Ability to monitor a budget, to track and control expenses and/or revenues, and to conduct financial analyses. 
  • Leverage extensive experience with Agile Scrum methodologies to manage iterative development processes, enhance team collaboration, and ensure the timely delivery of high-quality solutions.
  • Apply Lean Six Sigma techniques to streamline processes, reduce waste, and improve efficiency, ensuring that projects meet or exceed performance and quality standards.
  • Strong decision-making and problem-solving skills. 
  • Knowledgeable in Root Cause Analysis and Kaizens.
  • Mentor and develop team members and direct reports to enhance their skills and knowledge.
