The purpose of this position is the Management and maintenance of all buildings, (including finishing building structure ex. process equipment, maintenance shops ex. Maintenance materials and tools), warehouses, fire houses, roadways, fencing, walkways, grounds, and exercise facilities. Scope also includes building alarm system, plant alarm system, plant surveillance system, Building HVAC and management of custodial services. Scope also includes management of temporary facilities. Exceptions to the scope are Motor Control Centers and Process Analyzer Shelters. B. Environment/Context: the most important internal and external factors influencing the job In setting strategy regarding all facilities at the site, this role will require significant impact and influence to accomplish goals. This position will be responsible for leading large teams as needed for complex projects across all disciplines associated with the site. This role will need to negotiate with external vendors and internal customers regarding outage planning, resource allocation and scope of work. C. Accountabilities of the job: the main results expected from the job Accountability 1: 20 Principles and Operation Clean Sweep (OCS) Most important activities: Establish and maintain safety management system for all scope of work and ensure compliance with all safety principles Utilize principle of OCS in maintaining or demoing facilities on site in support of site-wide initiatives impacting license to operate Accountability 2: Asset Care Most important activities: Develop and Implement site-wide strategy ensuring continuous improvement of asset condition Utilize Asset Care process to set priorities, develop projects and secure funding approval regarding facilities on-site including redundant kit Maintaining day to day operations of all site facilities Responsible to identify and scope all routine maintenance repairs and coordinate work including emergency repairs Responsible to prioritize and ensure completion of all maintenance work orders associated with facilities Ensure proper security equipment and personnel are in place to protect the asset Responsible for budgeting for facilities expense needs Responsible to ensure adequate spare parts inventory is maintained to keep facilities operating Accountability 3: Contractor Management Most important activities: Lead contractor interface and negotiations for facilities services Manage interface with Procurement to ensure optimum service delivery including safety, standards, cost and schedules Responsible to manage non-performance issue with contractors Accountability 4: Project Management Most important activities: Responsible for developing capital budget for facilities Site SPA for all demolition of building and new construction activities Responsible to manage all materials needed for facility projects D. Required profile: Level of education & Experience in general Bachelor’s degree in engineering, construction management, or related field. Candidates with significant Facilities management experience may be considered. 8 years of related experience, including 2 years supervisory experience, or equivalent combination of education and experience Technical skills Knowledge of all phases of facilities operation, maintenance and repair, planning, scheduling, management and administration of the plant, federal, state, and local regulation safety practice Knowledge and experience with state and local safety, fire, construction, and public access regulations experience; an understanding of blueprints and building codes; experience developing cost estimates and budgets Skill in areas of budgeting, financial administration and contract negotiations/management Demonstrated strong competence in project management principles and processes Able to define technical business criteria for solutions, and can ensure development of long-term, creative, strategic and realistic solutions. Behavioral skills Strong compliance ethics to ensure implementation of and continuous delivery to regulatory and business standards Able to effectively communicate both in verbal and written form Strong initiative with ability to follow through Strong impact and influence leadership coupled with the ability to work collaboratively Ability to calculate entrepreneurial risk and manage risk appropriately Candidates are required to be fully COVID vaccinated.
