JOB FUNCTION / PURPOSE
The Director of Finance is responsible for overseeing the assessment staff within the finance department as well as reviewing financials, audits and budget reports for accuracy and compliance with all GAAP and GASB rules and regulations. This work requires knowledge of governmental accounting practices and procedures, fund accounting and fiscal management.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Attending Client meetings as needed.
- Resolving financial questions and issues from Staff and Clients.
- Managing his/her team related to hiring, on-boarding, performance management, utilization, training, development, salary, promotions, transfers and terminations. Coaches individual and team performance and improvement.
- Participating in the development and implementation of department goals, objectives, policies, and priorities; recommending and administering policies and procedures.
- Creating assessment methodology reports for developing Districts and refinancing existing bonds.
- Administration of annual budget process and computation of annual tax assessment levy by project for submission to the county tax agency.
- Management of municipal bond assessment liens, annual revenues, reserve balances, and principal values outstanding.
- Participating in the preparation, evaluation, justification, and maintenance of budgets and budgetary controls for Clients.
- Reviewing annual audit report produced by external auditors for accurate and completeness.
- Ensuring compliance with all statutory and bond regulations & requirements including timely filing of audits, state returns and dissemination information.
- Understanding and adhering to all company health and safety procedures as they relate to essential job functions.
- Performing other duties and special projects as assigned.
EDUCATION, EXPERIENCE AND SKILLS
- Education/Experience: BS degree in Accounting or Finance and 10 years of experience in governmental accounting. Must have experience managing staff.
- Licenses/Certifications: Valid Driver’s License.
- Technical: Advanced proficiency with Microsoft Office applications & internet. Thorough knowledge of and applied experience with Generally accepted accounting practices and principles; Fund and governmental accounting practices and principles; Auditing practices and principles; Construction and Bond Accounting; Public agency budgeting practices and principles; and Municipal Revenue Sources.
