Reporting to the Senior Director, Pharmaceutical Services, the Special Programs Manager III - Pharmaceutical Services is responsible for the development, management, and positive results of assigned projects, initiatives, and programs for the Pharmaceutical Services department. This position will manage multiple technology and business projects and programs using standard project management techniques, including, but not limited to, integration with pharmacy vendors (e.g., IEHP’s pharmacy benefit manager and Medication Therapy Management vendor). This position will coordinate, prepare, and monitor the Pharmaceutical Services department projects, documentation, and report-outs, including but not limited to, annual pharmacy benefit implementation and new pharmacy regulatory implementations.

 

Key Responsibilities:

1. Responsible for IT technical and business program and project management in the areas of issue resolution, implementation of regulatory changes, strategic projects, and configuration and processes for pharmacy and other stakeholder business units, such as Information Technology, Compliance, Member Services, Claims, and Products. Manage simple-to-complex IT technical and business programs and multiple programs of smaller complexity through the project life cycle.  Project complexity requires coordination across multiple initiatives and up to 20 integrated work tracks. Coordinates work with external vendors(s) if needed in planning and implementing specific initiatives, including system integration. Manage the terms of the vendor service agreement. Projects include business, regulatory, and/or technology deployments, including annual pharmacy benefit implementation and implementation of new pharmacy regulatory requirements. Lead the execution of Request for Proposals (RFP) for external products and/or services.  Examples of RFPs include, but are not limited to, pharmacy benefit management services, formulary management support, and medication therapy management vendors.2. Develop, maintain, and drive projects using project management documentation, including but not limited to, project plans, meeting notes, Risk/Assumption/Issue/Decision (RAID) logs, Responsible/Accountable/Consultant/Informed (RACI) charts, risk mitigation plans, testing plans, quality assurance plans, resource plan, and budgets.  Assure timely and accurate project deliverables through constant monitoring and remediation.  Balance schedule and scope within the program and re-negotiates with sponsor(s) as needed.  Coordinate, prepare, and monitor assigned Pharmacy Department projects, documentation, and report outs.  Implement process efficiencies developed through projects and incorporate LEAN methodologies into project practices.3. Manage vendors to ensure clear lines of communication and a positive relationship is maintained through the life of the project or issue(s) to be resolved. Develop and maintain ongoing positive relationship with management, vendors, and clients during program (as appropriate).4. Lead small workgroups to solve specific business issues or support larger projects.  Identify and assure participation of appropriate pharmacy and non-pharmacy participants in the workgroups.5. Responsible for accurate and timely communications to all stakeholders, including written and oral weekly status reporting for assigned programs.  Proactively communicate to key stakeholders all project/program interdependencies, risks, issues, and mitigation options. Develop and implement mitigation plans. Collaborate with business partners/stakeholders in preparation of program/project materials for presentation to key governance groups at specific project transition points. May present the materials to governance groups.6. Any other duties as required ensuring Health Plan operations are successful.

Qualifications

Education & Experience

  • Seven (7) years of direct program or project management or combination of years and project and program experience in a matrixed organization. Application experience and knowledge of standard project management practices, including managing projects through the project life cycle. Must have worked in a team-oriented and collaborative environment. Proficiency with project management software such as Microsoft Project and Planview.
  • Master's degree from an accredited required. In lieu of a Master's degree, a Bachelor’s degree form an accredited institution and a relevant certification (i.e. PMP, PgMP, CBAP or PMI‐PBA) is required.
  • Relevant project management certification preferred: at least one of the following certifications is preferred: PMP, PgMP, PMI-PBA, or similar certification.

  • Must possess strong knowledge and understanding of:
    • Project management and cross-organization coordination, including Waterfall, Agile and other project methodologies.
    • Business and technical requirements for initiatives, as well as prioritization dependencies is required.
    • Multi-cultural environment and community and sensitivity to the environments/communities.
    • Lean methodologies preferred.

Pay Range

USD $50.02 - USD $66.27 /Hr.
