Overview
The Engineer (Civil or Mechanical) supports the MCBH Facilities Engineering branch Military Construction (MILCON) and other engineering projects aboard MCBH. Assigned projects are primarily civil or structural in nature. This includes water distribution, wastewater treatment, storm drain collection systems, roads, bridges, airfields, pavement, building renovations and new building facilities and site/building conditions and/or status.
Responsibilities
- Review plans, designs, drawings, and specifications prepared by licensed professional engineers.
- Assess and review design Charrette documents and deliverables at all design phases for final signature. Items for review may include but are not limited to: Functional Analysis Concept Development (FACD); Request For Proposal (RFPs) for MILCON and Facilities Sustainment, Repair and Modernization (FSRM) projects.
- In coordination with affected MCB Hawaii stakeholders as well as the Naval Facilities Engineering Command Hawaii Resident in Charge (NAVFACHI FEAD) and the Base maintenance shops, assist on responding to construction Requests for Information (RFI’s) in support of MCBH utility outages, receiving project close out deliverables from the general contractor and other related construction management tasks.
- Coordinate, validate, and distribute all design plans and specs and project turn over documents to MCBH Maintenance Control Branch. Documents may include but are not limited to: As-built/Pre-Construction/Construction/Shop Drawings, Operations & Maintenance Support Information (OMSI) documents, Commissioning reports, Utility one-line drawings, Beneficial Occupancy documents, Final inspection deficiency resolution, and Beneficial Occupancy signoffs.
- Review and recommend Collateral Equipment requirements supporting project design. Recommendations include, but are not limited to, interior office furnishings, audio-video systems, maintenance-operations equipment, outdoor furniture and related apparatuses.
- Manage critical initiatives, objectives, and all aspects of operations management associated with FSRM and MILCON scope project requirements in strict coordination and as directed through consultation with Facilities leadership and or GDR, in order to support the mission of MCBH and the Facilities Department.
- Assist and support MCBH Facilities Department in the development of projects and planning documents. Identify new or changed planning standards, Unified Facilities Criteria (UFCs), U.S. laws, Executive Orders, and Department of Defense (DOD) regulations for any discrepancies and/or inadequacies in current Program and Initiative planning. Notify the MCBH Facilities Department and provide plausible, suggested changes or alternatives for resolution in consideration of compatibility with existing schedules, planning studies and zoning criteria.
- Coordinate with MCBH personnel and stakeholders as required/applicable in support of assigned repair/MILCON projects to facilitate schedule adherence.
- Participate in conferences and workshops, including but not limited to: Concept Development Conferences, Training Objective Workshops,
- Maintain communication with the project sponsors and MCBH Facilities Department, on all aspects of assigned projects to ensure stakeholders are informed of project status against planned project baseline.
- Assist and support with organizing facility planning, management and other requirements shareholders coordination efforts for MCBH Facilities Department.
- Maintain issue log throughout all project phases for all active projects. Identify and have clear understanding of all outstanding project issues, plans for resolution, status and verification upon request by the Government. Documentation of project design and construction completion will be accomplished through deliverables provided via NAVFACHI and FEAD (Such as RFP construction bid packages, construction closet out documents and tasks and correspondence between Facilities and NAVFAC HI agency providing those deliverables.)
- Maintain project comment lists throughout all project phases. The contractor shall assist in coordinating all comments with project stakeholders and ensure timely submission and response to comments made.
- Coordinate project RFIs with relevant Subject Matter Experts (SMEs) throughout all project phases. The contractor shall manage RFIs in a manner that facilitates timely response and resolution of the RFI that are tracked and documented by the NAVFACHI FEAD Construction Manager or the NAVFACHI Design Manager.
- Generate and provide other analyses, reports, and briefings as required to keep key stakeholders informed, enable decisions, and maintain project momentum. Such documentation shall be clear in scope and shall include but not limited to, COAs, POAMs, schedule, critical coordination issues, and cost.
Qualifications
Required:
- Professional Civil Engineering License is required. Non-licensed civil engineers may be permitted with sufficient experience, at the discretion of the GDR.
- Working knowledge of the DoD and Marine Corps policies and regulations related to facilities planning and engineering projects of special and MILCON is preferred.
Preferred:
- Working knowledge of skill related to the development of professional level correspondence and the management of programs.
- Excellent communication skills, both written and oral, as well as customer service skills due to daily interaction with various levels of rank, authority, position, both military and civilian.
- Experience working on DoD installations on facilities projects, maintenance, and operations.
- Experience managing MILCON projects ($50M-$150M) and special projects ($200K - $2M).
- Experience with facilities planning and programming (MILCON / special projects scope).
- Experience working with Naval Facilities (NAVFAC) and Army Corps of Engineers.
