Budget Analyst
Essential Job Functions:
Perform budget execution and analysis functions, working directly with DISA program offices supported by the Office of the Chief Financial Officer (OCFO). Functions include, but are not limited to, validating, processing, and analyzing funding packages, which support DISA and the OCFO's mission.
Oversee the production of regular budget execution status reports and briefings. Ensure quality of deliverables provided to the OCFO.
Perform budget support functions involving the formulation, justification and/or execution of budgets for the DISA OCFO. Support the preparation of appropriated budget exhibits and assist in preparation of supporting justification as well as assist in the development of detailed programming and financial planning, justification, and documentation for inclusion in the Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President’s Budget submissions
Skills:
Strong budget analysis skills, ability to maintain, track and analyze execution of assigned OCFO programs against OSD obligation and disbursement targets
Ability to analyze, report and reconcile various Excel workbooks using raw data files from DISA enterprise financial systems to properly report financial status of assigned programs and/or assigned programs withing the OCFO.
Ability to maintain and update Spend Plans, throughout active fiscal years, to assist assigned programs to remain within annual budget controls.
Ability to analyze organization's financial status to inform and report accurate financial status to assist with processing financial funding packages and meeting OSD obligation and disbursement thresholds.
Strong verbal and written communication skills to interact with various OCFO counterparts, including government and support contractors.
Ability to maintain, create and contribute to miscellaneous briefings and spreadsheets to assist with OCFO financial reports.
Ability to perform financial reconciliation and database research (to include Unliquidated Obligations (ULO). Understanding of reimbursable funding programs.
The ability to analyze trends and developments in the Planning, Programming, Budgeting, and Execution (PPBE) process. Analyze and verify budget data. Enter budgetary information in a variety of automated financial systems, develop reports and schedules using Microsoft applications, DoD and DISA automated systems.
Qualifications:
4-year degree in a financial related discipline is required
DoD Financial Management Level 1 or 2 certification or the American Society of Military Comptrollers Certified Defense Financial Manager (CDFM) certification or the Association of Government Accountants Certified Government Financial Manager (CGFM) certification, with at least 3 years of DoD Financial Management Analyst experience is highly desirable.
Understanding of DoD policies, regulations and procedures is also required.
Active Interim Secret Clearance at a minimum.
