Serves as a Lead Human Resources Specialist in the Human Resources Office (HRO), Executive Office of the Commissioner, United States Section, International Boundary and Water Commission (USIBWC). Performs work primarily in direct support of Recruitment & Placement and Position Classification with additional duties focused on Technical Services, Employee Benefits, and Pay and Leave Administration Programs.
Minimum Qualification Requirement

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify at the GG-13 level of this position, you must have: at least one year of specialized experience, equivalent to the GG/GS-12 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provide you with the knowledge, skills, and abilities to perform the duties of this position. Examples of Specialized experience: leading a team of Human Resources Specialists through assigning work, and participating with workload; monitoring and reporting on the status and progress of work; resolving simple and informal employee requests or issues; preparing reports and maintaining records of work accomplishments; recruiting, examining, and placing employees in civilian positions; providing guidance to managers and supervisors on various authorities available when filling positions; advising managers and supervisors regarding qualification requirements; identifying and processing changes in positions descriptions; classifying federal civilian positions; overseeing technical services such as advising on pay and leave administration, and the employee benefits process; reviewing and processing employee civilian personnel actions; and developing informational briefings and formal training for USIBWC staff regarding Human Resources programs. For this position, there is no substitution for experience at the GG-13 grade level.

Responsibilities:
- Leads a team of Human Resources Specialists who provide advisory services for Recruitment and Placement, and Position Classification.
- Participates in the workload, coaches team members, and sets priorities.
- Reviews Recruitment and Placement actions for correctness and assists with required HRO audits.
- Critically reviews the classification of USIBWC positions, under both the General Grade (GG) and Federal Wage System (FWS).
- Reviews and approves employee personnel actions in the Federal Personnel & Payroll System (FPPS).
- Develops informational briefings and formal training for USIBWC staff regarding Human Resources programs.
