Description

The position of Deputy Director—Energy Programs includes responsibility for ICC’s Energy program, including closely monitoring, reporting, and advising ICC on energy mandates and standards proposed or propagated by federal, state and local agencies and external associations. Responsibilities include providing support to the Director of Energy Programs across the ICC family of I-Codes and other energy related activities.  


Additionally, this position will assist the Director of Energy Programs in their role as staff liaison to ICC’s International Energy Conservation Code, Energy provisions of the International Residential Code, the Sustainability, Energy & High Performance Building Code Action Committee (SEHPCAC), and the International Green Construction Code.


This is a hybrid or fully remote position and reports to the Director of Energy Programs. Location flexible, subject to qualifications. 


Performing within defined objectives and limits, this individual is responsible for the technical expertise essential to ICC’s continued leadership in the development of code-based energy regulations and related support activities.  Examples of major accountabilities include:  Providing Technical support to the Secretariat for the IECC Code Development Committee and the IRC B&E; providing technical support relating to applications of the IECC, energy provisions of the IRC;  and the International Green Building Code; functioning as a subject matter expert (SME) for energy related course development in cooperation with Training and Education staff; fulfilling assignments as a course instructor for energy related courses; advising executive staff, senior management and working with Government Relations staff on energy issues as requested; functioning as ICC staff liaison to ASHRAE; developing products and services in support of ARRA as requested or directed by senior management; and performing other tasks and duties as may be assigned, including those relating to managing technical contracts pursuant to the above. 


Position Responsibilities: 

Support the Director of Energy Programs in achieving the following:  

  • Assume a leadership role in positioning ICC’s Energy products and services to better serve core constituencies, and the industry in general. This includes supporting the Government Relations staff with the adoption of ICC’s Energy I-Codes.
  • Provide policy guidance and support to ICC’s Government Relations activities at the state, federal and international levels. This includes monitoring state and local government legislation and regulatory activities related to Energy issues, and developing and presenting testimony that supports the adoption of the Energy I-Codes.
  • Develop and maintain strong relationships with the Energy community, members, trade associations, manufacturers, and ICC chapters. 
  • Increase ICC’s Energy programs political position, visibility, and brand awareness in the industry by representing ICC at meetings, conferences, and trade shows, including ICC’s Building Safety Month.
  • Manage ICC’s Memorandums of Understanding (MOU) between ICC and national Energy organizations.

Assist Director of Energy Programs as ICC’s Staff Liaison to ICC’s International Energy Conservation Code and the International Residential Code – Energy provisions, the International Green Construction Code, and the SEHPCAC. Responsibilities include:

  • The review and development of code language
  • Drafting meeting agendas, meeting minutes, and posting of documents to ICC’s website
  • Participation at ICC’s Committee Action and Public Comment Hearings 
  • Working with publications staff to ensure the accuracy of published code documents
  • Assisting in, and supporting the development/publication of the IECC, IgCC Code and Commentaries and other Energy code/standard related publications of ICC
  • Assist on energy related grant projects as assigned by the Director of Energy Programs
  • Assist members with code/standard interpretations and related questions
  • Serving on internal and external committees, as assigned
  • Assist in educational content development
  • Other duties as assigned



Requirements

Essential Skills and Education / Experience:

  • Baccalaureate in Mechanical Engineering or Architectural Engineering with an emphasis in mechanical systems preferred. 
  • Current professional licensure/registration in Engineering and/or Architecture preferred.
  • Minimum of 4 years of professional Energy experience in a building jurisdiction or professional association/company.
  • At least 2 years of experience in Energy policy or advocacy related fields preferred.
  • Expertise in the technical requirements related to Energy, including the ICC’s International Energy Conservation Code and the Energy provisions of the International Residential Code.
  • Strong technical writing, communication, and customer service skills.
  • Strong team building / facilitation skills.
  • Travel required approximately 20% both locally and nationally.
