- Develop Statement of Work based on the project requirement and develop independent cost estimates and other documents necessary to the project procurement process
- Assist in procurement process for professional services, construction contracts and d/b teams.
- Coordinate with the business units and procurement staff to ensure timely and cost-efficient completion of vendor selection and contract execution.
- Managing project implementation plans, resource allocation, risk analysis, quality assurance, schedules, and budgets.
- Monitoring consultant and contractor adherence to contract terms. Identify discrepancies and facilitate appropriate resolution with the consultant/contractor.
- Interface with project team for technical discussion and possess the ability to understand some of the technical solutions.
- Assist in overseeing vendors, consultant, contractors and customer business and technical teams to ensure that solutions stay within scope, cost and schedule, and that risks are managed.
- Coordination of activities of Project Team that includes IT personnel, planning, rail operations, track and signals, marketing, and safety & security staff to ensure proper execution of projects
- Provide assistance to update, monitor and report monthly status of project budgets; oversee project invoice payment process and coordinate with vendor to document deliverables, reviews monthly expenditure reports and coordinates with finance staff to reconcile discrepancies; develop cost projections.
- Support customer's safety culture by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
- Perform other duties as required and/or assigned in support of the Customer Strategic Goals, Mission, and Objectives aligned to these goals.
Qualifications:
- Bachelor's degree in Civil Engineering with at least 10 years of project management experience on stations and rail infrastructure design and construction projects OR
- Additional related experience may substitute for degree on a year for year basis up to four years
- Project Management Professional Certification (PMP) or a Professional Engineering License (PE) will be preferred. The candidates who do not have a PMP certification or a PE license should have an ability to obtain such certification/license within one year of employment.
Knowledge, Skills and Abilities:
- Knowledge of project management practices for managing cost, schedule, and quality.
- Technical knowledge of stations and rail infrastructure design and construction in an environment of continued rail operations
- Familiarity with FRA and FTA regulations for design and construction projects
- Familiarity with the standard and technical specifications and design criteria for rail infrastructure
- Knowledge of construction management practices, and maintenance of rail infrastructure
- Familiarity with various project delivery methods
- Be self-motivated and seek opportunities for continuous improvement of skills and processes.
- Ability to work in a team environment in a matrix organization, partnering well with other employees, management, users, business areas, vendors, contractors and undertake duties and tasks as assigned from time to time
- Ability to be a positive and constructive contributor in a team-based environment
- Knowledge of the Project Management Institute PMBOK for standard project management methodologies and processes
- Proficiency using Microsoft Project to develop a project schedule, assign resources to tasks, track progress, and analyze workloads.
- Excellent attention to detail.
- Proficiency using Microsoft Office Suite.
