IronMountain Solutions, Inc. is searching for an experienced Cost Estimator to provide cost-estimating support for a Product Office within PEO Aviation Redstone Arsenal, AL. The candidate will develop Program Office Estimates (POE), Independent Government Cost Estimates (IGCE) and Lifecycle Cost Estimates (LCCEs) for Army acquisition projects, based on analysis of system functional requirements and other acquisition cost factors. Candidate may also prepare and analyze budget submissions including Program Objective Memorandums, R-docs/Pdocs, and other related documentation. Some familiarity with Earned Value Management analysis is desired.
Other aspects of the position include performing cost-benefit analyses and supporting the following: engineering trade studies, program technical baseline development, program office estimates, independent estimates, peer reviews of estimates, data normalization, database and model development for in-house tools, and proposal evaluation. Must be able to communicate, advise and recommended solutions to senior Government leadership and work in a fast-paced, rapidly changing team environment, reacting quickly to changing requirements and schedules.
Candidates should be highly motivated, a self-starter, and be able to handle multiple tasks. Candidates must have a strong work ethic, good communication skills, and the ability to work effectively with others. An active secret clearance is required for this position.
Education and General Experience:
Bachelor’s degree and 13 years of experience (HS and 17 years of experience) in engineering, business, or related field from an accredited college is required.
Required Qualifications
- Bachelor's degree in Accounting/Finance, Mathematics, Science, Engineering, or related field.
- Knowledge of cost estimation methods and ability to develop and/or implement cost models, DOD cost and pricing processes and preparation of standard cost documentation such as the Cost Analysis Requirements Description (CARD).
- Experience with DOD Planning/Programming/Budgeting/Execution (PPBE) System.
- Ability to independently act as a consultant, to set priorities, to organize tasks, monitor assignments, and ensure completion of assigned work.
- Excellent oral and written communication, math, and analytical skills; ability to tailor explanations and presentations to various audiences who have different values, cultures, and backgrounds.
- Strong leadership/managerial potential, including ability to direct tasks, assess and manage performance, and support personal/professional development of junior personnel levels.
- Ability to respond to challenging program questions and issues by researching and assimilating information into valid recommendations in a timely manner.
- Strong knowledge of the Microsoft Office Suite (Excel, PowerPoint, and Outlook).

Desired Qualifications
- Professional certification in cost estimating or related field, including DOD Level II/III Cost Estimating, International Cost Estimating & Analysis Association Certified Cost Estimator/Analyst or similar certification program.
- Master's degree in Accounting/Finance, Mathematics, Science, Engineering, or related field.
- Familiarity with Automated Cost Estimation Integrated Tools (ACEIT).
- Familiarity with complex statistics and database manipulation.
- Familiarity with Earned Value Management data and information from Cost Performance Reports and other sources.
- Mentor junior level staff charged with similar duties.
Job Duties:
- Develop Program Office Estimates (POE), Independent Government Cost Estimates (IGCE) and Lifecycle Cost Estimates (LCCEs). Within that realm: analyze estimates against previous cost experience and recommend adjustments; provide regular reporting to senior management on cost issues; analyze program requirements and technical data to build cost models for PMO managed systems and maintain developed models; and assist in the creation of procedures and communication material that document cost estimation practices.
- Perform cost-benefit analyses. Support engineering trade studies, program technical baseline development, program office estimates, independent estimates, peer reviews of estimates, data normalization, database and model development for in-house tools, and proposal evaluations.
- Apply diversified knowledge of weapons system cost estimating principles and practices in areas of assignments.
- Ability to understand technical baselines and formulate technical judgments. Ability to translate technical and financial risk into cost estimates including risk application to provide estimate confidence, along with budgeting, planning, programming, budgeting systems, the acquisition process, and logistics support processes.
- Analyze and advise on cost, schedule, and performance variance and risk analysis.
- Be familiar with techniques for cost and schedule data collection, cost analysis and estimation, cost risk analysis, cost research, schedule analysis and estimation, schedule risk assessment, cost engineering, and programmatic studies.
- Modify and extend existing estimating methodologies, some requiring the use of advanced techniques.
- Comprehend Statements of Work, Performance Work Statements, Performance Specifications, Contract Data Requirements Listings, Earned Value data, and related DOD contractual documents.
- Communicate sophisticated concepts to Government customer senior managers and be responsible for ensuring high standards of technical quality in terms of completeness, relevance, accuracy and timeliness.
- Work and communicate effectively both independently and as part of a team in a fast-paced, rapidly changing environment, reacting quickly to changing requirements and schedules.
- Think critically and work effectively to synthesize information from multiple sources.
