REPORTS TO: Grounds and Environmental Quality Manager
PAY GRADE: Admin 01 (261 Days)
DEPARTMENT: Facilities Services

PRIMARY PURPOSE: Assist in managing programs such as IPM, Asbestos, and Indoor Air Quality, ensuring the District remains compliant with local, state, and federal regulations pertaining to each; provide quality safety training for all personnel assigned to the Facilities Services department to include New Employee Orientation, Safety, and government-mandated programs as deemed necessary and appropriate.

QUALIFICATIONS:
Minimum Education/Certification:
A Bachelor’s degree preferred; extensive experience in supervision and training will be considered in lieu of degree; comprehensive computer skills using Microsoft Office; must have successfully completed an EPA approved course through an accredited institution for Mold Consulting; must have successfully completed an EPA approved course through an accredited institution for Asbestos Inspection; must possess a Structural and /or Texas Department of Agriculture Pesticide Applicator License
Possess a valid Texas Driver’s License, providing insurability with the district’s insurance carrier;

Minimum Experience:
5 years experience in managing and training employees required; 2 years experience working in the pest control industry required, in an IPM setting is preferred.

MAJOR RESPONSIBILITIES AND DUTIES:
  • Provide a variety of specific and general safety training for all Facilities Services personnel;
  • Provide effective management of all regulatory compliance programs, maintaining all required documentation such that meets the mandate of each program;
  • Conduct site inspections relative to the IPM and Asbestos programs;
  • Coordinate 6-month surveys and 3-year re-inspections, as required by law , of all known asbestos within any building owned by the district;
  • Coordinate all response options relative to the remediation of suspect materials involving asbestos and mold;
  • Establish training programs and schedules for each department within Facilities Services, e.g, New Employee Orientation, safety, and government mandated programs;
  • Create or obtain and modify as needed, training materials to meet training needs;
  • Evaluate training computer software and make recommendations for use by Facilities Services personnel;
  • Create presentation for use in training;
  • Obtain bilingual presenters as needed;
  • Maintain all training documentation and forward it to Classified personnel as required by policy;
  • Confer with the Grounds a& Environment Quality Manager regarding district activities in which regulatory compliance and/or training is involved;
  • Assist in coordinating administrative tasks as directed by the Grounds & Environment Quality Manager;
  • Practice high standard of safety in the performance of all duties;
  • Oversee the outdoor herbicide and pesticide program;
  • Process, schedule and follow-up on work order and projects related to IPM and IAQ programs
  • Perform any other duties as assigned by the Grounds & Environmental Quality Manager.

SUPERVISORY RESPONSBILITIES:
  • Directly supervise and schedule workload for all chemical applicators;
  • Supervise and monitor all work performed for the district by outside vendors under contract;
  • Ensure that the staff abide by Irving ISD policies and procedures.

WORKING CONDITIONS:
Mental Demands/Physical Demands/Environmental Factors: Must maintain emotional control and exercise reasoning and problem solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Frequent in-district and occasional in-state or national travel. Occasional prolonged and irregular hours.
Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
