What are the responsibilities and job description for the Parks Lead Technician position at Island County?
Employee in this position is the primary employee responsible for the technical duties relating to Parks maintenance and operations, and park repairs and improvements of County owned properties used for recreation and open space.

- Direct and perform landscape maintenance on park and county grounds, to include mowing, trimming, pruning, fertilization, irrigation and pest control.
- Direct and conduct sanitation rounds of parks and boat ramps, docks; maintain boat ramps, trails and athletic fields.
- Perform general and preventative maintenance and repair work on parks infrastructure; to include buildings, athletic fields, and grounds. Maintain and repair irrigation and water systems, electrical and plumbing systems, perform metal fabrication and welding.
- Develop and implement an annual maintenance program for parks and parks equipment including daily, weekly, monthly, and seasonal tasks.
- Diagnose, direct and perform major mechanical repair as necessary for all parks equipment.
- Train employees on the use of equipment, operation techniques and day to day work tasks.
- Order supplies and equipment, and maintain inventories.
- Collect campground and boat launch fees, evict for nonpayment if necessary.
- Employee reports the status of facilities, equipment, supplies, and projects and any other pertinent information and relays recommendations concerning the operation and maintenance of the parks system to the Parks Superintendent.
- Employee in this position would respond to any request for assistance from the Public Works Department during any weather related or other emergency to the best ability of the Parks Department.
- Perform other tasks as directed.
- Independent and self-motivated to complete required deadlines while simultaneously completing other tasks. Maintain a high standard for accuracy, completeness and efficiency in the performance of work.
- Ability to supervise, direct and train fulltime and seasonal employees, and volunteers.
- Thorough understanding of County safety procedures and manuals and a thorough knowledge of occupational hazards and safety precautions and procedures applicable to parks personnel.
- Ability to work in a safe manner, quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to the public in a calm, professional manner.
- Ability to work outside in adverse weather conditions with dust, dirt and vehicle and equipment exhaust. Ability to lift up to 50 pounds and perform physical labor over the work shift. Ability to work with potentially hazardous materials such as herbicides, paints and similar materials.
- In-depth knowledge of the operation and maintenance of turf equipment, to include diesel tractors and related implements, diesel and 4 cycle mowers and 2 cycle equipment.
- In-depth knowledge of the operation and maintenance of athletic fields, restrooms, irrigation systems, pest control, repair and preventative maintenance, including plumbing, electrical and carpentry repair.
- Effectively communicates with others and the ability to understand and execute oral and written instructions.
- Ability to understand the need for maintaining confidentiality of sensitive information.
- Ability to establish and maintain effective working relationships with superiors, subordinates, community groups and the general public.
- Must be able to attend professional conferences, seminars, and other meetings as required.
- Ability to teach/conduct training for mandated and non-mandated classes on job related safety issues.
- Valid Washington State Driver's License.
- High school diploma or equivalent. Associate Degree in Parks and Recreation or Landscape Horticulture preferred.
- Prior training in turf management irrigation basics, tree care and pruning, landscape environment horticulture. Training in athletic field development, small engine repair, playground safety inspection and pesticide application.
- Ability to successfully complete various required training classes and to obtain certificates in Pest Control and Playground Safety.
- Prior experience in the supervision of employees and writing performance evaluations.
- CDL license or the ability to obtain one in six months of hiring.
