Summary/Objective:
Island Creek Associates, a professional services firm focused on Government customers, is seeking a Program Analyst to successfully manage the cost, schedule, and performance of the Avionics Test Facility project for the PMA-276 Lead Systems Integration IPT.
Responsibilities:
- Support acquisition documentation development and be familiar with generating procurement initiation documents, Justification and Authorizations, Technical Evaluations,
- Statements of Work and Contract Data Requirement Lists (CDRLs).
- Coordinate funding documentation with Business Financial Managers by using the Common Spend Plan Tool (CSPT).
- Coordinate CDRL reviews, tracking and generating CDRL letters.
- Generate and screen PMT PID reports.
- Support engineering change plan development and tracking of supporting contract documentation.
- Communicate information across teams within the Program Office as well as outside the Program Office.
- Work independently on projects requiring research and preparation of briefing charts and other presentation materials.
- Apply established policies and procedures for cost and schedule planning and execution.
- Support all phases of the project lifecycle from initiation through closure.
- Support the development and maintenance of Integrated Master Schedules (IMS) in Microsoft Project
Position Type and Expected Hours of Work:
This is a full-time position. Days of work are Monday through Friday. NAVAIR core working hours are 8:30 a.m. to 3:00 p.m. Evening and weekend work may be required as job duties demand.
Travel:
Occasional travel is expected for this position.
Education:
BS or BA degree in a Program Management, Technical, or Business Analysis discipline. ALLOWABLE SUBSTITUTION: An AS or AA degree in a Business, Management, and an additional four (4) years; OR no degree and an additional six (6) years of experience in program management, technical, or business analysis discipline
Experience:
Three (3) to ten (10) years of experience in SECNAV, OPNAV, and OSD Policy and documentation related to military acquisition programs.

Required Work Authorization/Security Clearance:
This position is subject to a government security investigation. It must meet eligibility requirements for access to classified information at the Secret Level. Must have a current Secret clearance.
Ideal candidates will currently possess an Active DoD Secret Clearance. However, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered.
Must be able to receive a Government Common Access Card (CAC), access Government systems, and receive a security clearance.
