The Program Manager position at Buckman House is responsible for planning and coordinating program activities and delivery of services and for ensuring the safety and protection of youth offenders and staff. Includes hiring, training, and supervising a Team Supervisor and two Case Managers, facilitating effective communication and working relationships among program staff, facilitating on-site implementation of the treatment program, and ensuring licensing requirements are met. The position reports to the Program Director regarding administrative, personnel, and clinical matters in management of case load, ongoing program implementation issues, intake planning, training, and supervision of staff.
Education and Experience Requirements:
- Master’s degree with major study in social work or a closely allied field and one (1) year of experience in the care and rehabilitation of youth OR a Bachelor’s Degree in social work or a closely allied field and one (2) years of experience in the care and rehabilitation of youth.
- Case Management experience preferred.
- Working knowledge of BRS standards preferred.
- Prefer experience working with Oregon Youth Authority.
- Experience providing staff supervision preferred.
- Residential experience preferred.
- Experience working with target population preferred.

Other Requirements:
- Personal transportation allowing for travel within the Portland metropolitan area is required; a personal vehicle for travel and/or transport of clients is preferred. All employees who drive for work purposes must have and maintain a valid driver’s license for state of residency, have a driving record that permits coverage under the corporate auto liability policy, and complete the agency’s driving approval process before driving for work. If driving a personal vehicle for work purposes drivers must also have personal auto liability coverage ($100,000/$300,000 levels strongly recommended). Employees are not to drive for work purposes until they have received written authorization to do so.
- Bloodborne Pathogens training is required on first day of employment and annually thereafter.
- Must complete Mandatory Abuse Training within the first 30 days of employment and annually thereafter.
- Provides emergency first-aid, as needed, and must have and maintain standard first-aid/CPR certification.
- Must pass criminal history background check.
- Food Handler's Certification required within two weeks of hire.
- Must obtain National Provider Identification Number through the National Plan and Provider Enumeration System within 5 days of hire.
- Required to provide proof of COVID-19 vaccination as a term and condition of employment.
Duties and Responsibilities:
Supervises staff, assuring an optimal environment for adolescents in an residential treatment facility in accordance with contract and professional standards and agency policies and procedures.
- Screens, interviews and participates in staff selection.
- Provides orientation and training.
- Defines expectations and minimal performance standards.
- Provides ongoing staff supervision.
- Provides ongoing verbal feedback and periodic written performance evaluation in accordance with agency’s personnel policies.
- Assures the implementation of procedures and policies which allow for a physically, socially, and emotionally secure environment for residents.
Provides Case Management for assigned clients.
- Provides case management for clients and is responsible for contact with Parole Officer, client finances, and transition decisions
- Assesses strengths and needs of clients in cooperation with client, family, therapist, parole officer, and other residential staff.
- Serves as primary communication liaison between the program and other agencies and the family or aftercare resource.
Manages client referrals.
- Screens incoming client referrals and approves incoming clients based on individual needs and milieu fit.
Assures clinical records are maintained in accordance with agency procedures, funding, contract, and licensing procedures standards.
- Reviews Oregon Youth Authority client history, case plans, assessment of strengths and needs for all assigned youths.
- Monitors implementation of all treatment plans with all program staff.
- Prepares written treatment plan in cooperation and coordination with client, Parole Officer, therapist and other significant support people, family, and other residential staff.
- Prepares and conducts monthly reviews and submits written reports in a timely manner.
- Prepares and conducts discharge reviews and submits written discharge summaries in a timely manner.
- Monitors weekly client progress and incident reports.
Leads treatment team activities including weekly team meetings and staff training.
In conjunction with Program Director provides crisis response and responds to crisis situations according to program protocols and agency policy. Provides back-up crisis coverage for program staff both in-person and by phone and provides On-Call program support on a rotating basis.
Provides emergency first aid when needed and maintains current standard first-aid certification.
Responsible for assigned house management duties.
- Responsible for assuring maintenance of the physical condition of facility to ensure compliance with public health, OYA, and local fire marshal standards, and generally acceptable community standards for a child treatment facility.
- Coordinate and assign house management duties and completion of tasks.
In conjunction with Program Director, reviews and monitors budget requirements, including expenditures and revenue.
Assumes full responsibility for program operations when the Program Director is unavailable.
Models and encourages direct, professional communication among staff members and facilitates development of a positive staff support network.
Performs other program-related duties as assigned by Program Coordinator or Executive Director.
Working Conditions:

- May involve exposure to upset, angry, severely traumatized or emotionally disturbed children, adolescents, adults, and families.
- May involve time in excess of routine schedule and/or overtime, including evening/overnight, weekend hours, and/or holidays.
- May involve exposure to information that graphically describes physical, sexual and emotion abuse of children and may experience vicarious trauma.
- May require working and providing services at locations other than program site (i.e., schools, café’, clinics, etc.,) and may, therefore, be exposed to environments not under agency control (i.e., second-hand smoke, varying hygiene practices, etc.).
