What are the responsibilities and job description for the Adult Case Manager position at JCCC?
Duties:
- Supervises caseload of offenders who are court-ordered to participate in Community Corrections programs. Performs intake procedures, including interviewing and screening all new participants and completing necessary paperwork. Performs Intakes when Intake Coordinator is absent.
- Become certified and maintain certification for all Evidence-Based Programs as suggested by the Indiana Department of Corrections.
- Monitor and investigate the activities of offenders to ensure compliance with Program rules including home visits, work visits, office visits, GPS Tracks, and other field contacts as needed.
- Maintains case files, compiles and analyzes data, and prepares and provides case, progress, and statistical reports. Maintains accurate and complete statistical and offender records. Informs Deputy Director of all violations and completes necessary violation paperwork.
- Attends staff meetings to discuss caseloads, consult on unusual cases/problems, review and resolve conflicts, and share professional information.
- Completes professional development workshops, training, and education as required.
- Monitors compliance and provides managed care to offenders.
- Meets with all program offenders on a rotation schedule to ensure compliance of rules and regulations. Maintains logs of all contacts to ensure all offenders are seen in the scheduled time period.
- Networks with outside agencies to make offender referrals and remain current on available services. Assists with court proceedings as needed.
- Assists with outside agency referrals, such as counseling, welfare, and township trustee, logs all correspondence and conversations, updates file entries as needed, interfaces with neighborhood resources to ensure offenders' reasonable transition back into society.
- Assists offenders with employment and residency needs.
- Receives, returns, and logs all telephonic correspondence when on duty.
- Assists with background investigations and verifies phone and address information when needed.
- Accesses computerized databases for program compliance, information, attendance, and fee payment.
- Contacts offenders with information on changes to financial obligations, such as cost of the evaluation, classes, equipment damage, and positive drug screens.
- Performs weekly checks of outstanding financial obligation balances and notifies those offenders that are in arrears. Sets payments and monitors for compliance.
- Types violations and other various documents as needed responds to offender’s grievances, conducts random screens, investigates citizens’ complaints, and deals with emotionally upset persons.
- Provides testimony in legal proceedings or court as necessary.
- Redirects anti-social behaviors and affirms pro-social behaviors using effective evidence-based communication skills.
- Uses practice sessions to enhance skill-building and motivational interviewing skills.
- Uses incentives and sanctions to increase internal motivation.
- Uses Carey Bits and Guides and another evidence-based programming to guide offenders successfully through the program.
- Performs related duties as assigned.
Job Requirements:
- Baccalaureate Degree from an accredited college or university in Social Services and/or equivalent combination of education and case management/supervisory work experience.
- Must be at least 21 years of age.
- Possession of or ability to obtain required certifications and training, including, but not limited to, Correctional Officer and Communication Officer.
- Ability to meet all Department hiring requirements, including passage of a drug test.
- Knowledge of standard policies and practices of Johnson County legal processes, with ability to effectively apply and enforce applicable policies and procedures, complete required case reports, make recommendations to the court, and apply and adapt procedures as cases demand.
- Knowledge of and ability to properly operate standard office and Department equipment, including computer, calculator, fax machine, copier, scanner, and telephone.
- Ability to analyze, evaluate, observe, diagnose, investigate, coordinate, place, make determinations, and take action based on data analysis.
- Ability to effectively communicate orally and in writing with co-workers, other County departments, advisory board members, officials from various governmental and social service agencies, contractual personnel, program offenders and their families, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Ability to provide public access to or maintain the confidentiality of Department information and records according to state requirements.
- Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
- Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile individuals.
- Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.
- Ability to work alone with minimum supervision and with others in a team environment, often under time constraints, and on several tasks at the same time.
- Ability to occasionally work evenings and extended hours.
