Qualifications:
- Bachelor's degree in business administration, supply chain management, or a related field
- Proven experience as a buyer or in a similar procurement role
- Strong negotiation skills and ability to build effective supplier relationships
- Knowledge of contract management principles and experience in drafting contracts
- Familiarity with Federal Acquisition Regulations (FAR) and other relevant procurement regulations
- Proficiency in procurement software systems and tools
- Excellent analytical and problem-solving abilities
- Strong communication and interpersonal skills
Skills:
- Speaking Chinese and English.
- Price analysis: Ability to analyze pricing data to determine the best value for goods and services.
- Contract management: Experience in managing contracts, including drafting, negotiating, and ensuring compliance.
- Federal Acquisition Regulations (FAR): Knowledge of federal regulations governing procurement processes.

- Category management: Experience in managing specific categories of goods or services.

- MRP (Material Requirements Planning): Knowledge of MRP systems to ensure timely availability of materials.
- Fabrication: Understanding of manufacturing processes for custom or specialized products.
- Root cause analysis: Ability to identify underlying causes of issues or problems in the procurement process.
- Buying: Experience in purchasing goods or services from suppliers.
