What your job will be like:
Would you like to join our growing Procurement Office at a world-leading nuclear physics research center, where you will manage procurements that are one of a kind, and critical to our mission success? If so, please consider joining the Construction and Infrastructure Services Group within the Procurement Office at Jefferson Lab! This non-supervisory Procurement Officer role is responsible for procurement actions, primarily under the simplified acquisition threshold (SAT) of $250,000, related to construction, infrastructure, and services.
In This Role You Will:
Perform, administer, and/or manage subcontracts and agreements in support of construction, infrastructure, and services and will have a primary procurement role in acquisitions related to the future Jefferson Lab Data Center.
Perform and/or manage procurement planning, solicitation and evaluation of bids, quotes, and/or proposals.
Obtains proposals or quotations from vendors. Compares costs with the specifications or scope of work to determine appropriate actions
Advise user departments and staff on various procurement methods and alternate products, recommends substitutes as appropriate.
Review and monitor contracts and contract progress to ensure compliance with procurement requirements, policies and procedures. Analyze vendor performance and determine acceptable standards.
Maintain purchase order files in compliance with federal, state, and local rules and regulations.
Negotiate contract terms and conditions, including leading negotiation teams as needed seeking to achieve outcome that is in the best cost/business interest for JSA.
Performs other related duties as assigned.
Qualifications We Require:
Education:
Relevant Bachelor’s Degree*
Experience:
5 years of full-time procurement/contracting experience*
- Or equivalent relevant combination of education, experience and training
Typical related procurement management experience includes acquisition planning through contract closure.
Knowledge, Skills, Abilities:
Knowledge of various types of contracts (e.g., firm-fixed price, fixed unit price, task order, indefinite delivery-indefinite quantity (IDIQ), and cost-reimbursable) and methods.
Ability to perform price and cost analysis for the procurement of construction, infrastructure, or services
Experience with negotiating terms and conditions
Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources
Ability to interpret and apply local, State, and Federal rules and regulations accurately and effectively
Qualifications We Desire:
Experience procuring construction, infrastructure, and/or services
Prior experience with the Federal Acquisition Regulation (FAR) with the ability to understand and apply the content to complex procurement scenarios without explicit guidance
