What are the responsibilities and job description for the Senior Accountant position at JERSEY CITY HOUSING AUTHORITY?
Under the direction of the Comptroller and/or Assistant Comptroller, performs the more responsible accounting work involved in preparing financial statements, maintaining accounting records, drafting grant budgets, preparation of internal and external financial reports, and may supervise other staff in an accounting unit; does related work as required.
All activities must support the Jersey City Housing Authority (JCHA) mission, values and strategic goals.
ESSENTIAL RESPONSIBILITIES:
- Performs accounting work, including complex accounting matters involving the installation, management and auditing of program accounts utilizing JCHA’s software program.
- Analyzes and advises the CFO/Executive Director regarding varied financial transactions and records to ensure compliance with governing rules/regulations and accounting procedures.
- Compiles complex financial and other statements and reports on a monthly basis or as required by grant agreements and JCHA staff.
- Monitors and prepares balance sheet and general ledger reconciliations.
- Prepares complex accounting, statistical and financial tabulations.
- Assists in the preparation of JCHA’s annual operating and capital budgets.
- Audits and records expense invoices, including preparation of cost reports and other financial summaries and statements.
- Checks disbursements and controls adherence to contractual obligations.
- Prepares detailed project-based accounting reports containing findings, conclusions and recommendations.
- Maintains essential records and files.
- Performs various account and bank reconciliations.
- Prepares and maintains analysis of raw utility consumption data.
- Prepares management reports regarding special grant expenditures.
- Performs cash management duties as required.
- Maintains files for general liability, property, vehicle, flood, and boiler insurance policies.
- Prepares reports for HUD in connection with grant compliance.
- Tracks Capital Fund obligations/expenditures.
- Prepares AP monthly report to the Executive Director and/or Board of Commissioners.
- Maintains files and registration information for all JCHA vehicles.
- Develops charts, spreadsheets and schedules as assigned.
- Responsible for the preparation of the year-end financial statements for submission to HUD as required.
- Identifies and evaluates actual or potential problem areas, trends, significant program deficiencies and similar factors. Recommends alternative or corrective actions and participates in the development and implementation of programs and procedures.
- Assigns and supervises the work of Accounting staff.
REQUIREMENTS & QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's degree major in Business Administration, Accounting or Finance. Requirement of twenty-one (21) semester hour credits in professional accounting subjects.
Experience:
- Four (4) years of professional accounting or auditing experience.
- Experience in HUD accounting for a medium to large PHA is preferred, as well as experience/knowledge of the finance and accounting involved with various HUD’s Programs.
- Ability to analyze accounting problems; organize and assign work; develop effective work methods for staff; see that the prescribed accounting procedures are followed.
