Job Description

The scope of this task may include areas of data collection (from multiple internal and external sources); raw data preparation; data integration and data analysis. Specific responsibilities include the following or equivalent:

  • Develop and maintain data architectures, data mining, data modelling, and analytical processes.
  • Maintain HR data hub architecture that synthetizes data in formats consumable for Human Resources (HR) analysts across Office of HR (OHR).
  • Provide Data Mining and Analysis Techniques support.
  • Develop advanced analytics and innovative data mining methodologies, utilizing advanced mathematical algorithms, statistics, machine learning, robotics process automation, artificial intelligence, and other techniques.
  • Develop and maintain new or existing data structures, aggregated from many data sources for data mining and predictive/forecasting models with industry-standard data mining algorithms.
  • Provide context and supporting documentation of findings, techniques utilized, and considered options; create and communicate analysis findings in consumable formats for stakeholders such as data visualizations and data stories.
  • Create and maintain reports, dashboards, semantic models, and their underlying components in Power BI, leveraging Data Analyses Expressions (DAX), and Power Query, Python, and R as necessary to apply advanced analytics, metrics, and Key Performance Indicators (KPI).
  • Provide data extraction and preparation support.
  • Provide data integration support to a variety of workforce-related and analytics or statistical technologies in use across OHR which may involve Application Programming Interfaces (APIs), chatbots, Robotic Process Automation (RPA), Website (Drupal) and SharePoint technologies.
  • Assist in the development of mechanisms for data downstream, extraction and transformation.
  • Develop and maintain new and existing queries, procedures, triggers. for working with and presenting data from relational databases including Structured Query Language (SQL) Server and Oracle.
  • Develop solutions to retrieve and store structured and unstructured data from a variety of sources such as databases, APIs, document uploads, content delivery networks, and SharePoint, and more.
  • Integrate solutions with security tools such as Row Level Security (RLS), Always Encrypted, Active Directory, and Single Sign-On solutions.
  • Provide analytics architecture and technology support. 
  • Design and build data solutions employing both on-prem, cloud-native, and hybrid technologies and platforms, including Power Platform, scripting languages, and serverless functions.
  • Develop and troubleshoot applications that interface with authentication methodologies such as Active Directory, and SAML/Kerberos.
  • Implement data security techniques such as RLS, native database user permissions, service accounts, content permissions.
  • Embed data visualizations in websites (Drupal, .Net) and SharePoint technologies; create tools to interface and connect with API (JSON, REST).
  • Convert data visualizations from one technology platform to another Data Security; apply data security frameworks that support the organization’s data security policies.
  • Leverage existing data security mechanisms from source systems to replicate permissions, RLS, or data visibility.
  • Ensure all solutions are compliant with applicable regulations for safeguarding Protected Health Information (PHI) and Personally Identifiable Information (PII), such as Health Insurance Portability and Accountability Act (HIPAA), the California Consumer Privacy Act (CCPA) and General Data Protection Regulation (GDPR).
  • Consider and integrate security controls and best practices throughout the development process, ensuring robust adherence to organizational, Federal, and statutory data security policies.
  • Develop user data profiles or “personas” to establish separation of privilege on the basis of ‘need to know.
  • Update project artifacts and other supporting project management documentation including technical requirements and specs, updating code repositories such as GitHub.
    Deliverables: 
  • Provide technical documentation of data management efforts, data models, and products created; provide monthly progress reports to the Program Manager.

 

Job Requirements
  • Experience with Data Extraction and Preparation; experience working with structured and unstructured databases, both on-prem and cloud-native, to include SQL Server, Oracle, DynamoDB, and Cosmos DB.
  • Must have skill in designing and developing complex and efficient queries, procedures, triggers, in relational database query languages, including Transact-SQL (T-SQL) and Procedural Language SQL (PL/SQL).
  • Strong knowledge of Relational Database Management System (RDBMS) concepts normalization, indexing and partitioning, transactions, isolation levels, authentication, especially as they pertain to SQL Server.
  • Must have skill in developing complex TSQL queries, tables, views, functions, stored procedures, indexes, and trigger using Microsoft SQL Server.
  • Experience using a broad range of technologies to automate the retrieval and storage of data, such as PowerShell, REST APIs, SQL Agent and SQL and Server Integration Services (SSIS).
  • Must have awareness of artificial intelligence and machine learning technologies, algorithms, training techniques, and platforms.
  • Must have Data Mining and Analysis techniques.
  • Must have skill with presentation layer and business intelligence tools, including Power Business Intelligence (BI).
  • Must have skill in developing and applying multiple statistical and Machine Learning algorithms (i.e., linear regression, k-means, k-neighbors, clustering, random forest, naive bayes.
  • Experience with data mining tools and languages such as Python, Orange, SPSS, RapidMiner, and Data Robot.
  • Familiarity with authentication methodologies such as Active Directory, SAML/Kerberos.
  • Knowledge of fundamental security concepts, frameworks, and policies, such as vulnerability assessment and management, the CIA triad, CISA KEV catalog and compliance, MITRE CWEs, and zero-trust.
  • Experience working in a SQL Server environment with security controls including Row-Level Security, Transparent Data Encryption, and Always Encrypted.
  • Experience integrating applications in an environment with Active Directory and Single Sign-On technologies with multifactor authentication.
  • Must have skill in implementing Data Security techniques such as RLS, native database user permissions, service accounts, content permissions.
  • Must have awareness of and experience in activities supporting compliance and regulations including, but not limited to PII, PHI, 508, and GDPR.
  • Experience with Azure and AWS environments for data management and data mining; experience with Network Security concepts such as client-server SSL, stringent or zero-trust model.
  • Must have skill in presenting complex material to a variety of stakeholders with varying ranges of familiarity with the subject matter.
