Job Description

The Contractor shall provide technical Human Resources (HR) Position Classification advisory and consulting services to include:

  • Classify Agency Federal and Trust positions.
  • Review duties and responsibilities of positions, prepare new and revised Position Descriptions (PD), prepare detailed evaluation statements, and present advice and counsel.
  • Conduct detailed Classification analysis of existing PDs to determine the appropriateness of the Classification Standard.
  • Must be fully capable of performing the work specified in an efficient, reliable, and professional manner based on knowledge of the Office of Personnel Management (OPM) rules and regulations governing Federal practices and procedures, especially Classification Standards.

The series of positions to be classified include, but are not limited to the following: Administrative; Archivist; Assistant Director; Associate Director; Budget/Financial Analyst; Collections; Conservator; Curator; Editor; Education Specialist; Exhibits; General Maintenance Worker; Information Technology (IT) Specialist; Management Analyst; Museum Floor Staff; Museum Specialist; Program Assistant; Program Manager/Specialist; Public Affairs; Registrar; Safety & Occupational Health; Visual Information Specialist. 

 

Job Requirements
  • Expert in the area of Federal Position Classification; at least 5 years of experience.
  • Knowledge of Federal Position Classification principals, policies, regulations, and practices sufficient to classify positions and provide advice to managers on Classification issues.
  • Knowledge of Federal Position Management principles and practices to provide advisory services to management.
  • Knowledge of Federal recruitment and placement policies and guidance, including pay-setting, to provide technical advice to management.
  • Ability to provide expert advisory and consultative services on significant position Classification problems or issues that may involve a single organizational element or an entire organization.
  • Skill in written communication for a variety of audiences in order to develop PDs, Evaluation Statements, reports, and other correspondence.
  • Skill in oral communication to explain and defend controversial decisions to gain cooperation of others and acceptance of recommendations.
  • Ability to analyze facts, draw conclusions, and present recommendations and solutions.
  • Ability to provide advisory services to management on PD format and Classification issues.
  • Skill in the use of automated HR systems and applications.
