Duties and Responsibilities    

The Senior Program Manager provides leadership, direction, guidance, and oversight of detailed transaction-level risk reviews of CHIPS grant, loan, and loan guarantee applications. Works closely with the Chief Risk Officer, Chief Investment Officer, and CPO senior leadership to evaluate and structure transactions by providing independent risk analysis, conducting comprehensive risk assessments, assigning risk ratings, and managing credit subsidy calculations. The Senior Program Manager would also contribute to the development application of the CPO risk policy framework and risk policies, analytical tools, enterprise risk management assessments, and monitoring portfolio performance of CPO transactions.

The Senior Program Manager leads and provides guidance and expertise to staff members in the following areas:

• Conducting independent credit and risk analysis of deal structures, project sponsors, and investors.
• Risk rating transactions according to established guidelines and scorecards.
• Applying final risk parameters for inclusion in credit subsidy models.
• Developing risk assessments and reports of individual transactions for presentation to CPO leadership and governance committees.
• Developing and applying the CPO risk policy framework and risk policies.
• Developing and applying risk analytical tools, including credit subsidy models, risk rating scorecards, and stress testing models to CPO transactions.
• Assessing risks to achieving CPO strategic goals, industry objectives, and overall portfolio performance goals.

If required, employees must be able to operate a motor vehicle which may require sitting for prolonged periods of time to visit other company sites. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
