Job Description

  • Coordinates the creation, revision and modification of department policy and procedures while maintaining knowledge of correctional trends, evidence-based practices and changes in laws; uses current correctional terminology in policy statements and procedures; solicits input from staff on the development and/or revision of policies and incorporates changes as dictated by audits/instructions of state oversight agencies and other audits; ensures that policies are grammatically correct and in proper policy and procedure format; completes an annual review of policies and procedures through the development of a review calendar; notifies staff of new and/or revised policies by providing training to staff and compiling notification confirmations; maintains a comprehensive understanding of any software or programs that are used to develop, review, revise, and disseminate policies and procedures.
  • Develops a compliance audit calendar for agency policies and procedures; develops and maintains policy compliance audit forms based established policy expectations; conducts policy and procedures compliance audits consisting of staff interviews, facility inspections, process reviews, and file reviews; provides immediate feedback, coaching and/or recommendations to agency staff when violations of policies and/or procedures are discovered; reports results of compliance audits to administrative staff for review which measures performance, adherence to policy, and determines the need for clarification, redirection, additional enforcement, training, or changes to procedures; regularly meets with division directors and department’s director regarding policies, procedures, and compliance with the policies.
  • Creates, revises, and monitors Contract Administration Plans (CAP) for the department; works closely with divisional leadership and assigned staff to confirm Contracts, Agreements, MOUs, and MOAs (CAMM) are active, deliverables are being received pursuant to the CAMM, and expenditures are consistent with the maximum allowable amount / budget authority; confirms departmental staff are in compliance with Johnson County purchasing policies; liaisons with the Division of Budget, and Financial Management and Administration as needed; communicates with contractual staff, subgrantees, and vendors regarding deadlines, deliverables, and costs; identifies potential shortfalls and areas of non-compliance, and recommends strategies to mitigate the department's and county's liability; trains staff and provides technical assistance related to CAPS; collects and manages data related to CAP's; communicates outcomes and level of compliance to the department's leadership teams, staff, County, authorizing grant agencies, and stakeholders as needed.   
  • Assists with special projects and other activities within the administrative unit and throughout the department; may be asked to serve as the backup for administrative staff and tasks (human resources, fiscal, new employee orientations, advisory boards, etc.); participates in administrative staff meetings and completes assignments within designated timeframes and works with staff throughout the department learning about their operations and assisting with any questions or clarifications regarding policies and standards. 

Job Requirements

Minimum Requirements:

  • High school diploma or equivalent

Preferred:

  • Bachelors degree in Criminal Justice, Psychology, Sociology or a relevant field
  • Three (3) years of corrections related experience or HR/accounting experience
  • Previous deployment, implementation, or overseeing policies and procedures for an organization, division, or department including maintenance of files and overseeing audits/compliance checks.
