The Johnson County Facilities Department is seeking a dynamic and energetic individual that can touch lives and make a difference. This position is a high profile position that requires a significant amount of interaction with the public and the County’s departments/agencies.

The Johnson County Facilities Department, located in the City of Olathe, Kansas, has approximately 201 employees, an operating budget for 2022 of approximately $40M and capital project budget of approximately $334M. This Department is responsible for providing a variety of services to the County organization. The Facilities Department operates as partners with the 30 departments, agencies and offices of County government, and on a daily basis, the customer is every member of the community, especially those who enter our buildings(approximately 2,824,000 square feet). County buildings range in age from new construction to over 100 years old.

The Director will lead the Facilities Department in fulfilling its mission to create and sustain a safe, innovative environment and deliver high quality services to support a productive County government and community.

Other responsibilities include:

  • Leads the development of a High Performing Organization across the county organization as well as the Facilities Management Department through active demonstration of the county’s Pillars of Performance, encouraging leadership and empowerment at all levels of the organization; dedicates QII activities for self and staff; actively mentors, coaches and collaborates with employees to enhance the county mission and vision keeping in mind the common goal of leaving our community better than we found it.

Serve as the Principal Officer of Facilities.

  • A true partner relationship with units, divisions, and departments/agencies of the County concerning the full breadth of Facilities issues, and as a key participant in divisional and organizational strategic planning; formulates, implements, administers, disseminates, and interprets Facilities policies and procedures.
  • Develops, prepares, maintains, and effectively advocates and implements a strategic facilities master plan which drives the Capital Improvement Plan process and the Capital Replacement Plan, and serves as a planning and decision-making tool for the BOCC and the department relative to property acquisition and major capital projects for 52 properties encompassing 2.6 million square feet of County-owned/occupied facilities.
  • Directs project management on major capital projects for the BOCC and PBC, including oversight of needs assessment, programming, project cost projections, CIP committee presentations, BOCC/PBC public presentations, management of funds and schedules, management of the design and construction phases of the work as well as moves and occupancy to ensure completion of projects: on time, within budget, and meeting or exceeding the client needs. Project values at various stages of planning and completion range from $1m to $200m.

Administers the daily operations of Facilities.

  • Promotes teamwork, information-sharing, and departmental understanding of budget and financial planning policies, procedures, and goals; builds a partnership and customer focused culture between Facilities Management and the county organization; involves appropriate functions in key strategies and goals; directs and supervises the Facilities Management Team in support of service area goals, objectives, budgeting, and capital improvement projects that support the County’s mission, vision, and strategic plan; determines staffing requirements, resolves staffing issues, and facilitates employee retention practices; establishes appropriate performance measures in accordance with industry standards and best practices for all department divisions and functions.
  • Provides leadership of the service divisions, including building maintenance (maintenance, custodial, grounds, courier), Facilities Management, Facilities Planning, Design Construction (long range and major projects), Fleet Management and Business Operations (financial/budget, administration, postal, print shop).
  • Provides for the timely, cost effective, customer friendly, and professional maintenance of 2.6 million square feet in 52 properties of County-owned/occupied facilities. Services in the facilities include building maintenance, property management, custodial care and grounds keeping.
  • Directs facilities management services for 2.8 million square feet of County-owned/occupied space; assures timely, cost effective, and professional management of space utilization, interior design, work station reconfiguration and remodeling, ergonomics, indoor air quality, workplace environment, work order systems, inventory systems, preventative maintenance programs, and computer aided facilities management systems; provides support, guidance and direction for the Print Shop Division to assure their business operates with a high level of customer satisfaction and profitability, anticipating the changes in printing and reproduction needs; provides support, guidance and direction for the County fleet services program including strategic planning, asset procurement, servicing, operations, maintenance and repair of County-wide vehicles and fueling stations; oversees the establishment of a vehicle asset management and replacement plan; and the identification and implementation of efficiency initiatives such as vehicle sharing opportunities and right-sizing of the overall County fleet; provides support, guidance, collaboration and direction for the Sheriff’s Physical Security program through the Governance Council and daily partnerships including Facilities roles in maintenance, testing, monitoring and operation for access control and camera systems; security risk assessment and audit processes, and ensures corrective actions for identified security exposures within the Facilities Department responsibilities.
Job Requirements

The ideal candidate will have a Bachelor’s degree in Architecture, Engineering, Planning, Facilities Management, or related field. Ten years of progressively more responsible facilities management, preferably in the public sector. Five years of demonstrated administrative and supervisory experience (or an equivalent level of experience) in a comparable environment, preferably public sector. Experience may be substituted for degree and degree may be substituted for experience. Must pass a thorough criminal history screening and have a valid driver’s license with an acceptable driving record.

Preferred qualifications include Master’s degree in Architecture, Engineering, Planning, Facilities Management, or related field. Two years of experience in administration of a comprehensive facilities program.
