Position Overview

The Data Team Manager has primary responsibility for oversight of the collection of service-related data, including all service-related financial expense data, and its input into the HMIS service database.  JOIN is currently in the process of implementing an internal data collection and file management process that utilizes Apricot.  Experience and skill in training staff on a new program and implementing organizational change will be integral to this role. This position serves as the primary lead for developing systems and protocols to ensure that workflows for frontline staff and the organization can be aligned with JOIN’s mission, values, and organizational goals. It is a highly dynamic position that requires both a detail-oriented and a flexible orientation to homelessness services delivery all through an equity lens. Data functions are critical to JOIN’s private and government-funded contract compliance, responsibilities, and its ability to report on program outcomes and account for money expensed. This position reports to the Deputy Director.

Essential Duties and Responsibilities

  • One-on-one regularly scheduled supervisory meetings with data team members to review professional development plan, staffing successes and challenges, supporting and monitoring contract compliance and individual performance
  • Commitment to and engagement in JOIN’s anti-racism work. Like all JOIN leadership positions, this position will be responsible for supporting the Director of Equity & Inclusion in the implementation of organizational, team, and individual equity related goals
  • Ensure that the systems, structures and processes of data collection and engagement with participants reflect core JOIN values and principles in service delivery: assertive engagement, trauma-informed care, strengths-based case management, participant-centered
  • Monitor team performance related to contract deliverables and outcomes through review and reporting. Work collaboratively with program management to compile and write regularly scheduled reports as requested by funders and partners
  • Collaborate with funders and partners on evolving program and data collection directions and need including developing and supporting new partnerships and investigating best practices in other localities
  • In partnership with the Deputy Director and Program Director, cultivate, negotiate, and secure program contracts with potential private, nonprofit, and government partners and funders. Ensure scopes of work reflect the available capacity of the data team. Seek support for department building as necessary.
  • In partnership with the Development Director, develop systems and data delivery structures to support timely reporting to donor base and philanthropy.
  • Engage in and help lead team-specific equity and anti-racist work at the full-staff, program-specific, and individual professional level and apply an equity lens to work with staff, service users, volunteers, donors, and community partners
  • Develop, review and assess data management policies and procedures as contractually required, implementing accordingly with trainings and support for staff
  • Work collaboratively with managers to prepare and monitor regularly scheduled reporting
  • Be the point of contact for government agencies to develop and implement data collection processes tailored to various jurisdiction(s), data agreements, data software utilization (including design for optimal workflow for direct-service staff), and contractually obligated data management deliverables
  • Support staff with data-related concerns and processes with ServicePoint and/or Apricot, including installation, troubleshooting issues, workflow distribution, and data cleanup, etc.
  • Design and run data reports in support of board requests, funders’ requests and government funders
  • Oversee and implement processes that ensure excellent data management including ensuring integrity of the data, data cleanup, workflow optimization with regard to program team utilization
  • Oversee and lead the process of collecting and analyzing data to understand programmatic trends for the sake of advancing JOIN’s organizational goals, values in service delivery and systems advocacy


Core Competencies Required:

  • Excellent computer skills, including knowledge of MS Office (Excel in particular)
  • Data collection systems – Service Point and/or Apricot is a plus
  • Experience in change management and implementing new systems organization-wide
  • Detail and data-oriented – This is not a service-centered position
  • Commitment to Confidentiality
  • Ability to work with short deadlines
  • Experience working collaboratively with a team but also capable of self-directed initiative
  • Demonstrated ability to supervise staff
  • Contribute to budget management in collaboration with Program and Finance teams
  • Commitment to non-judgmental, non-violent and holistic responses to those in need.
  • Be self-motivated and work well in an unstructured, sometimes chaotic, team environment.
