What are the responsibilities and job description for the Buyer position at JT4, LLC?
JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and aircrews for today's missions and tomorrow's global challenges.
JOB SUMMARY -- ESSENTIAL FUNCTIONS/DUTIES
A Buyer III purchases commonly used commercial off-the-shelf (COTS) materials, supplies, equipment, and services (e.g., utilities, maintenance, and repair) involving transactions with local retailers, wholesalers, jobbers, and manufacturer sales representatives. Quantities purchased are large amounts and/or high dollar values (e.g., those available from local sources) at the most favorable price consistent with quality, quantity, specification requirements, and other factors.
Employee will be responsible to perform the following functions/duties:
- Perform Cradle to Grave procurement (purchase requisition assignment to closeout)
- Solicit bids, analyze quotations received, and select or recommend suppliers to internal customers
- Locate or promote possible new sources of supply
- Maintain up-to-date information on market trends, changes in business practices in the assigned markets, and new or altered types of materials entering the market, etc.
- Expedite delivery and visit vendor offices and plants in order to maintain vendor and client partnership
- May direct the work of subordinate buyers and/or one or more clerks who perform routine aspects of the work
- May interview prospective vendors to fulfill typical business needs
- Establish and maintain effective relationships with all internal and external customers
- Ensure procurement packages have required statement of work (SOW) requirements and pertinent supporting documentation such as project specifications, designs, safety requirements, security requirements, vendor qualifications, pricing, scoring and evaluation process, award of project process, and execution of contract
- Recommend and suggest departmental cost savings through effective negotiations with assigned vendors by leveraging bid solicitations through volume discounts and other sourcing techniques and strategies
- Perform electronic filing of purchase orders
- Perform other related duties as required.
REQUIREMENTS -- EDUCATION, TECHNICAL, and WORK EXPERIENCE
A bachelor's degree in Business Administration or equivalent combination of formal training and six years of related experience are required for this position.
In addition, a Buyer III must possess the following qualifications:
- Department of Defense (DoD) experience is preferred, but not required
- Knowledge of common business, industrial, and trade practices with respect to sales, prices, cost comparisons, discounts, deliveries, stocks, and shipments of varied items purchased
- Knowledge of commercial supply sources such as sales literature and sales representatives
- Skill and ability to interact professionally with suppliers to ensure adequate and timely response to purchasing needs and to ensure the lowest possible price is obtained
- Complete understanding and knowledge of the Federal Acquisition Regulation (FAR) in order to comply with governmental policy and procedure
- Familiar with government purchasing systems, Microsoft Office tools, databases, email, and the Internet
- Excellent verbal and written communication skills
- Planning/organizational skills.

WORKING CONDITIONS
Work is primarily sedentary in an office environment. Some walking, stooping, bending, climbing stairs, stretching and lifting (up to 25 pounds) is required for such purposes as filing and gathering supplies. Frequent use of a computer is required.
Travel to remote company work locations may be required.
