Primary Purpose
The Director of Purchasing performs professional work in the planning, organization, development and coordination of the procurement activities consistent with District priorities. Furthermore, the Director of Purchasing serves as the principal public procurement official for the District and is responsible for the procurement of all goods, supplies, and services in accordance with applicable federal, state and local laws, board policies, and procurement policies and procedures.
Minimum Qualifications
Education and Certification Requirements
- Bachelor's Degree in Business required, Master's Degree preferred
Experience
- Five years of experience in school purchasing preferred
- Supervisory experience preferred
- TASBO Certification preferred
Major Responsibilities And Duties

- Procure or supervise the timely procurement of all goods, supplies, and services needed, in accordance with all applicable federal, state and local laws, board policies and procurement policies and procedures.
- Maintain a high level of integrity of the procurement process.
- Ensure purchasing practices are consistent, open and designed to encourage maximum competition and best value procurements.
- Research market sources and vendors to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services.
- Prepare and issue solicitation documents including notice to bidders, instructions to bidders, specifications, and form of proposal.
- Receive and evaluate or assist in the evaluation process of proposals, bids and other solicitations issued by the District.
- Award or prepare appropriate documentation to recommend the award of contracts to the School Board of Trustees.
- Establish standard contract clauses for use in contracts, solicitations, and purchase orders.
- Prepare or supervise the preparation of contractual documents with suppliers.
- Review and execute purchase orders, change orders and other documents within delegated authority.
- Formulate, in conjunction with using departments, strategic procurement plans in order to maximize buying power and minimize inefficiencies.
- Continuously review policies and procedures governing procurement in order to improve upon and standardize the processes.
- Delegate authority and assign work to subordinate staff commensurate with their qualifications and existing workload. Review the work of staff to insure compliance with applicable laws, policies and procedures.
- Conduct training to District employees in procurement policies and procedures including the use of the finance system to process purchase requisitions.
- Monitor all purchase requisitions to determine correctness of information.
- Develop and maintain appropriate records, such as vendors register, commodity register and bidders' list.
- Develop and recommend budget(s) based on documented program needs, personnel and other fiscal needs; implement programs within budget limits; maintain fiscal control; ensure accurate fiscal information is presented.
- Select, hire, supervise and evaluate subordinate staff; review of performance reports prepared by subordinates and rate employee performance; exercise authority for departmental personnel actions consistent with established personnel rules, and all other applicable rules and regulations.
- Exercise general supervision and control over the warehouse inventory.
- Exercise supervision and control over the mailroom staff and operations.
- Responsible for preparing spreadsheets identifying copy machine usage fees to facilitate recording charges to respective expenditure budgets.
- Prescribe operational procedures governing the procurement functions, and the disposal, transfer and reutilization of personal property and equipment, consistent with all applicable laws, policies and rules.
- Designate surplus supplies and supervise their selling, trading, or disposal in accordance with District policies.
- Disseminate ideas and information to other professionals; provides leadership in addressing the challenges facing the profession (e.g., active involvement in professional associations, professional presentations at conferences, etc.)
- Demonstrate ability to work with others in a positive, productive manner.
- Establish and maintain an environment which is conducive to positive staff morale and directed towards achievement of the school's mission.
- Confer with subordinates regarding their professional growth; work jointly with them to develop and accomplish improvement goals.

Supervisory Responsibilities
- The director of Purchasing will supervise Warehouse personnel as assigned and Distribution personnel
