The Management and Planning Division (M&P) advises and supports the OIG in the following areas: administrative and fiscal policy, executive resources, training, finance, quality assurance, procurement, facilities, human resources, security, and records management.

Qualifications:

To qualify at the GS-13 level, you must possess 1 year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Independently applying employee relations and performance management concepts, laws, practices, and precedents to sufficiently advise managers about employee relations and performance management programs. This includes but is not limited to:
  1. Employee Relations: disciplinary and adverse actions, conduct-based actions, performance-based actions, grievances (administrative), appeals, special inquiries, and leave administration.
  2. Performance Management: providing training, guidance and advice for each phase of the performance cycle; developing performance measures
  3. Interpreting and applying Employee Relations and Performance Management related policies.

To qualify at the GS-14 level if you must possess 1 year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing advisory services, technical support, and policy guidance to higher-level management officials, supervisors, and employees in the most complex areas including, but not limited to:
  1. Employee Relations: disciplinary and adverse actions, conduct-based actions, performance-based actions, grievances (administrative), appeals, special inquiries, and leave administration.
  2. Performance Management: providing training, guidance and advice for each phase of the performance cycle; developing performance measures.
  3. Interpreting and applying Employee Relations and Performance Management related policies.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).

Responsibilities:

If you are selected as an Human Resources Specialist ( Employee Relations), your responsibilities would include, but would not be limited to:
  • Providing research, analysis and application of law, regulations, standard procedures, case law and guidance from DOJ, the Office of Personnel Management (OPM), the Merit Systems Protection Board (MSPB), courts, and other competent authorities to determine applicable requirements and best methods or techniques to be practiced in Employee Relations (ER) functions. Evaluates and determines impact, direct and indirect, on the total ER program of new legislation, executive and regulatory issuances.
  • Counseling, advising, and assisting on actions concerning employee/management communications, grievances and appeals, disciplinary actions, and performance-based actions for both management and employees.
  • Managing each phase of the performance management cycle for the OIG and researches inquires related to performance management. Providing performance management guidance and training to supervisors and employees.
  • Providing management with interpretations of Employee Relations and Performance Management policy and procedures when the issues involved are new, highly controversial, and/or precedent-setting.
  • Ability to communicate very effectively, both verbally and in writing, in order to influence senior leadership decision-making and to clearly communicate instructions, guidance, and related information.
