Kaiva Tech, LLC is seeking a Junior Operations Specialist/Watch Officer in the National Capital Region.

Clearance: Active Secret Clearance required.

Workplace Type: This position is onsite and may allow for telework capability determined by the client. Please be aware that the workplace type allowed is approved by the client and is subject to change dependent on client needs and expectations.

Shift Timings: This position has various shifts, which can include working weekends. Currently the shift available is the Swing Shift, which is 2PM to 10PM.

Summary Overview:

The Junior Operations Specialist/Watch Officer provides day-to-day administrative support to the USAID Command Center, related to telephone, correspondence and document support. Assists Senior and Mid-Level Watch Officers in performing special studies and research analysis to assess the magnitude of security events, to include analysis of initial cause, impact to USAID Mission. Corresponds and Consults with the intelligence community, Federal law enforcement community, and international organizations with oversight from Senior and Mid-Level Watch Officers. Prepares and presents findings and recommendations on complex interrelated issues or conflicting goals and objectives to senior watch officers and watch team.

Essential Duties and Responsibilities:

As a Junior Operations Specialist/Watch Officer you will be responsible for, but not limited to, the following:

  • Follows the direction and instructions of Mid and Senior level Watch Officers as well as others as indicated by Activity Manager. Assist leadership by maintaining a common operating picture for the Command Center, follow the directives and guidance provided by chain of command, Laws, Regulations, ADS, SOPs. Assists in responding to leadership requests for information, notifications, briefings, shift reports, and monitoring and tracking events.
  • Monitors open-source intelligence, news media, and DoS cables. Knowledgeable of agency contingency plans and COOP plans. Capable of sending Emergency Notifications.
  • Maintains an active control and reporting on all activity logs and requests for information. Coordinates requests for information from leadership, employees, and partners organizations. Assists in advising USAID leadership on the timing, scale, and scope of the USG COVID-19 response with emphasis on operational planning and emergency implementation.
  • Accomplishes critical work related to the conceptualization, design, documentation, and/or management of programs and/or projects that focus on the operational aspects of the task force.
  • Evaluates options and develops specific operational plans appropriate to the emergencies impacting USAID operations worldwide, including biological incidents.
  • Participates in the management of agency's emergency initiatives through inter-agency response strategies and assist in developing timely program and operations implementation and evaluating the effectiveness of these programs.
  • Coordinates with other U.S. Government agencies involved in the COVID-19 and emergency response from operations and policy perspectives. Regular communications and interaction with principals in the Department of State (DOS), Office of Personnel Management (OPM), the Center for Disease Control (CDC) and other executive branch agencies.
  • Integrates with Programs to identify priorities and direct / re-prioritize support.
  • Provides advice and guidance on operational challenges facing an agency having responsibility for crisis response with international scope and impact, such as justifying or settling matters involving a significant program policy in the arena of safety and security, logistics, overseas administration, and continuity of operations.

Required Experience and Skills:

  • Minimum 2 years of experience in military, law enforcement, security, or intelligence operations with US Government agencies at the GS-9 level (or equivalent).
  • Proficient in utilizing automation to support operational planning efforts and product development.
  • Ability to perform effectively in a demanding time sensitive and high stress environment.
  • Ability to be organized and detail-oriented and will be accountable for high standards of precision in their work product.
  • Ability to demonstrate proactive approaches to problem-solving with strong decision-making capability.
  • Must have basic skills using Microsoft and Google Suite Products (Word, Excel, Power Point) and be able to learn new software as the situation dictates. Certificates in Google Suite is a plus.
  • Strong research skills: Must be able to plan, develop, organize and conduct special research studies providing comprehensive assessments of broad, exceptionally complex, or highly sensitive issues within the assigned area. Develop methods of evaluating the validity, accuracy, and reliability of a broad array and high volume of information, for translation into intelligence relevant to the organization.
  • Strong verbal and written communication skills: Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies to effectively carry out the duties of this position. Must be proficient in crafting all types of correspondence that reach their target audience with clarity and comprehension to include the senior management level. Must be skillful in giving briefs, guidance, and methodologies to a diverse audience.

Desired Experience and Skills:

  • Experience as an Embassy Security Guard, Civil Military Affairs, Intelligence, Counter intelligence, Command and Control, CID, Geospatial Intelligence, Fusion Analyst, Surveillance and Reconnaissance, SCRY Analyst, Emergency Management, Paralegal, Military Admin, Public Affairs, Mil Resource Management & Support, Targeting Analyst, Management operations, Visual information Specialist, Mil Human Resources, Mil Mortuary Affairs specialist, National Capital or FEMA Command/ Operation Centers, International Studies.
  • Geospatial imagery experience is desired in SCRY, Gotham, ARCGIS.

  • Hours may be: 6AM - 2PM, 2PM - 10PM, 10PM - 6AM EST
