Summary of Functions

The incumbent performs mental health and substance use disorder counseling, assessments, diagnosis, treatment planning, follow-up and monitoring of clients who are being treated for mental health and substance use disorder issues.  Applicant must have extensive knowledge of mental health disorders, therapeutic interventions, knowledge of working with families’ adolescents and children and demonstrate cultural competence and process knowledge of co-morbidity as well as be highly skilled in best practice and evidence based counseling techniques.

Essential Duties and Responsibilities

  • Complete ASAM assessments and give proper diagnosis and referrals to Kalispel Tribal Members, their families and the community at large.
  • Carry the 24-hour Kalispel Crisis phone for two-week intervals and be available to physically respond to crisis 24 hours a day. 
  • Coordinate and provide the community with training and prevention activities designed to educate the community on mental health issues.
  • To provide outpatient mental health and substance use disorder counseling services to Tribal Members, their families and the community.
  • Establish and facilitate recovery groups and individual sessions for responsible gaming, domestic violence, grief, gender specific groups, mental health and substance use disorder
  • Ability to utilize standardized assessment tools and screenings to assess suicidal ideation and homicidal ideation
  • Training and ability to conduct mental health and substance use disorder assessments and screenings to properly diagnose individuals
  • Education and skills in conducting individual and family counseling sessions
  • Must be able to transport client to inpatient treatment if necessary and travel out of state if necessary. 
  • The COC will work collaboratively with other Tribal Community service programs and other regional agencies to ensure the coordination of treatment and in-service delivery of services.
  • Coordinate and provide the community with prevention activities designed to educate the community on Co Occurring Disorders.
  • Establish and facilitate recovery groups as deemed necessary by the Clinical Director. Included may be substance use disorder, COD education groups, gender specific groups and/or Talking Circles.
  • Assist in providing substance use disorder education/prevention to children and youth of the Kalispel Tribe and the Community.
  • Maintain client and program records and reporting in accordance with Tribal, Indian Health Services and Washington State professional standards.
  • As a team member, the COC will work collaboratively with the Psychologist, Medical Clinicians, ICW, and all other behavioral health professionals, the Tribal Court system, and all other agencies that provide services to the Kalispel Community.
  • Attend training as necessary to maintain certification.
  • The COC will perform other duties and responsibilities as directed by the Clinical Manager.
  • Adhere to all applicable tribal, federal, or state privacy laws and regulations, including but not limited HIPPA and 42 CFR Part 2.

Education

  • Masters degree required
  • Be licensed by Washington State Department of Health as a Substance Use Disorder Professional in good standing
  • Be licensed by Washington State Department of Health as either a social work or mental health provider which qualifies for services you provide to be billed for in good standing
  • Must be eligible to provide services that allow for third party and Medicaid billing and reimbursement
  • Meet certification requirements to complete suicidal and homicidal screenings, assessments and interventions

Experience

  • Significant experience with psycho pharmacology and familiarity working with the DSMV and a fully understanding of the ASAM placement criteria.
  • Experience with online record keeping and proficiencies in word and outlook.
  • Experience providing crisis related services and suicide risk assessments and safety planning.
  • Demonstrate professional experience and competency in providing direct treatment to individuals diagnosed with substance abuse, addiction and mental health disorders.
  • Experience working with Tribal Members, Tribal governments and Native American Individuals and Families is preferred. 
  • Minimum of three years working with a Co-Occurring Disorder population.
  • 5 years consecutive experience in the Substance Use Disorder field and in good standing with the Department of Health.
  • Must be experienced with experience working within systems and collaborating with other professionals.

Skills

  • Must pass a criminal background check.
  • Must have a valid driver’s license and reliable transportation.
  • First Aid / CPR certification and AID/HIV blood borne pathogens training – current.
  • Washington State certification as a substance use disorder professional
  • Washington state certification as provider that can provide mental health services

GENERAL

Services that the COC will incorporate within the Tribal Co-Occurring program will include but are not limited to: Outreach, intervention, substance use disorder evaluations, mental health evaluations, treatment planning, individual and group counseling, case management, aftercare services, advocacy, and information and referral.

While performing the duties of this job, the employee is occasionally exposed to tobacco smoke, moving mechanical parts and fumes or airborne particles.  The worker is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions and to wet and/or humid conditions.  The noise level in the work environment is usually moderate.
